Հայաստանում որոշել են խստացնել վտանգավոր թափոնների կառավարումը. նոր օրենսդրական նախաձեռնություն

Հայաստանում վտանգավոր թափոնների մշակման համար այսուհետ անհրաժեշտ կլինի լիցենզիա։ Այս մասին հայտարարել է շրջակա միջավայրի փոխնախարար Արա Մկրտչյանը՝ սեպտեմբերի 24-ին տարածքային կառավարման, տեղական ինքնակառավարման, գյուղատնտեսության և շրջակա միջավայրի պաշտպանության հարցերով խորհրդարանական մշտական հանձնաժողովի նիստում՝ «Թափոնների մասին» օրենքում փոփոխություններ և լրացումներ կատարելու և դրանց հետ կապված օրենքներում փոփոխություններ կատարելու մասին օրինագծերի փաթեթի քննարկման ժամանակ։
Նրա խոսքով՝ նախարարությունը սկսել է օրենսդրական փոփոխությունների ներդրման գործընթացը՝ հաշվի առնելով որոշակի նպատակ՝ լուծել թափոնների կառավարման ոլորտում առկա խնդիրները և բարելավել թափոնների որոշակի տեսակների կառավարման համակարգը։
«Մեր առաջարկած փոփոխությունները թափոնների կառավարման համակարգը կդարձնեն ավելի ճկուն և արդյունավետ։ Մասնավորապես, փաստաթուղթը կընդլայնվի՝ ներառելով այնպիսի հասկացություններ, ինչպիսիք են «աղբավայր», «թափոնների սեփականատեր» և «վտանգավոր թափոնների կուտակում»։ Կամրագրվեն նաև թափոնների արդյունավետ կառավարման սկզբունքները: Օրենսդրական նախաձեռնությունը կսահմանի վտանգավոր թափոնների կառավարման գործունեության օգտագործման և լիցենզավորման պահանջները: Այս գործընթացի հիմնական դրույթները կպարզաբանվեն ՀՀ կառավարության և լիազոր մարմնի կողմից», - ասաց Մկրտչյանը։
Այս փոփոխությունները, նշեց պաշտոնյան, ուղղված կլինեն անհրաժեշտ իրավական շրջանակի ստեղծմանը։
«Սա անհրաժեշտ է այս ոլորտում գործունեությունը կարգավորող կարգավորիչ ակտերի ընդունման համար։ Դրանք կսահմանեն թափոնների հաշվառման և օգտագործման կանոնները և պահանջները, ինչպես նաև կպարզաբանեն վտանգավոր թափոնների հավաստագրման, հաշվառման և վիճակագրական հաշվետվությունների գործընթացները», - բացատրեց կառավարության ներկայացուցիչը։
Փոխնախարարի խոսքով՝ այս բոլոր նախաձեռնությունները կօգնեն նաև կանխել անօրինական (չարտոնված) աղբավայրերի գործունեությունը։ Միաժամանակ, աղբավայրերի կառավարումը կդառնա ավելի հետևողական և արդյունավետ։
Իր հերթին, ընդդիմադիր «Հայաստան» դաշինքի պատգամավոր Արման Ղազարյանը զգալի կասկածամտություն հայտնեց կառավարության նոր օրենսդրական նախաձեռնության վերաբերյալ։ Նա հատկապես նշեց երկրում ծանր թափոնների կուտակման և հեռացման համար նախատեսված և հարմար աղբավայրերի բացակայությունը։ Նրա կարծիքով՝ նոր օրենքը որևէ ազդեցություն չի ունենա ստեղծված իրավիճակի վրա, քանի որ Հայաստանում պարզապես բացակայում են բոլոր անհրաժեշտ ենթակառուցվածքները։ Հետևաբար, փոխնախարարի կողմից նշված բոլոր պահանջները պարզապես կմնան թղթի վրա։
Սակայն, որոշակի քննարկումներից հետո այս օրենսդրական նախաձեռնությունը դրական կարծիք ստացավ մշտական խորհրդարանական հանձնաժողովից։
