«Փաստ» օրաթերթը գրում է.
Պաշտպանության նախարարությունն առաջարկում է լրացում կատարել կառավարության 2020 թվականի դեկտեմբերի 3-ի թիվ 1976-ն որոշման մեջ։ Կառավարության 2018 թվականի թիվ 405-Ն որոշման մեջ 2025 թվականի հունվարի 1-ի թիվ 48-Ն որոշմամբ կատարվել են փոփոխություններ և լրացումներ, որոնց արդյունքում նախազորակոչիկի, զորակոչիկի, պահեստազորի մասնակից քաղաքացիների բժշկական փորձաքննությունն իրականացվում է էլեկտրոնային առողջապահական համակարգում առկա բժշկական տվյալների հիման վրա։ Ընթացքում պարզվել է, որ շատ հաճախ բժշկական հաստատությունների կողմից պետպատվերի շրջանակներից դուրս ստացված բժշկական ծառայությունների վերաբերյալ տեղեկատվությունը բացակայում է էլեկտրոնային առողջապահական համակարգում։ «Բնակչության բժշկական օգնության և սպասարկման մասին» օրենքի 8-րդ հոդվածի 7-րդ մասի համաձայն, պահպանելով «Անձնական տվյալների պաշտպանության մասին» օրենքի դրույթները, լիցենզավորված անձն էլեկտրոնային առողջապահության համակարգում ապահովում է տվյալների թարմացումը, պացիենտների այցելությունների, մատուցվող ծառայությունների, բժշկական միջամտությունների, ախտորոշումների, նշանակումների, անձի առողջության և նույն օրենքի 7-րդ հոդվածի 3-րդ մասով նախատեսված բժշկական տվյալների մուտքագրումը դրանց փաստացի կատարման պահին։ Էլեկտրոնային առողջապահական համակարգում տեղեկատվության բացակայության պատճառով պաշտպանության նախարարությունը երբեմն ստիպված է լինում իրականացնել կրկնակի հետազոտություններ։
Թիվ 1976-Ն որոշման մեջ կատարվող լրացմամբ առաջարկվում է բժշկական ծառայությունների մատուցման դեպքում ՀԴՄ կտրոնի վրա օրենսգրքով սահմանված տվյալներից բացի տպագրել նաև յուրաքանչյուր ծառայության համար էլեկտրոնային առողջապահության համակարգի կողմից գեներացված ծառայության անհատականացված նույնականացման ծածկագիր, որը կպարտադրի բժշկական ծառայություններ մատուցող կազմակերպություններին առողջապահական ծառայության վերաբերյալ տեղեկատվությունը մուտքագրել էլեկտրոնային առողջապահական համակարգ, որպեսզի ստանա համապատասխան նույնականացման ծածկագիրը։
