Սև և գունավոր մետաղների ջարդոնի արտահանման արգելքի նոր ժամկետ կսահմանվի. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «Հայաստանի Հանրապետությունից մի շարք ապրանքների՝ դեպի Եվրասիական տնտեսական միության անդամ պետություններ տեղափոխման և երրորդ երկրներ արտահանման ժամանակավոր արգելք կիրառելու մասին» որոշման նախագիծը։
Հայաստանում սև մետաղների արդյունավետ հանքավայրերի (ինչպես նաև՝ մետաղական պղնձի արտադրության) բացակայության պարագայում հայկական մետաղամշակման ընկերությունները որպես հումք օգտագործում են մետաղի տեղական ջարդոնն ու թափոնը։ Ուստի Հայաստանի մետաղագործական և մետաղամշակման ձեռնարկությունները մետաղական հումքով ապահովելու համար խիստ արդիական է սև և գունավոր մետաղների ջարդոնի ու թափոնների արդյունավետ օգտագործման խնդիրը։ Հանդիսանալով Հայաստանի համար ռազմավարական արտադրանք՝ սև և գունավոր մետաղներից արտադրանքը կարևոր նշանակություն ունի երկրի տնտեսության զարգացման, պաշտպանունակության և պետական անվտանգության բարձրացման համար։
Վերջին տարիների փորձը ցույց է տվել որպես հումք ներմուծվող (ինչպես ԵԱՏՄ երկրներից, այնպես էլ՝ երրորդ երկրներից) սև և գունավոր մետաղների ջարդոնով կամ նախապատրաստվածքով աշխատելու տնտեսական աննպատակահարմարությունը՝ պայմանավորված ներմուծվող այդ ապրանքների բարձր գների, ինչպես նաև երկաթուղային տրանսպորտով դրանց ուղղակի առաքման հնարավորության բացակայության ու լոգիստիկ մեծ ծախսերի պատճառով: Արդյունքում ներմուծված հումքով տեղական ձեռնարկությունների արտադրած վերջնական արտադրանքը բարձր ինքնարժեքի պատճառով (ներմուծված նույնանման ապրանքների համեմատությամբ) նույնիսկ ներքին շուկայում դառնում է ոչ մրցունակ։ Նշված գործոնները կարող էին հանգեցնել այդ ձեռնարկությունների ֆինանսական վիճակի վատթարացմանը, դրանց արտադրական գործունեության խաթարմանն ու դադարեցմանը, ինչն էլ իր հերթին՝ ներմուծումից կախվածությանը։
Միևնույն ժամանակ վերջին տարիներին արտաքին շուկաներում ձևավորված բարձր գների պատճառով նկատվում էր Հայաստանից սև և գունավոր մետաղների ջարդոնի ինտենսիվ արտահանման գործընթաց։ Նշված գործընթացը չկանոնակարգելու դեպքում տեղական մետաղագործական և մետաղամշակման ոլորտի (ինչպես նաև մալուխների և էլ.լարերի արտադրության) տասնյակ ձեռնարկություններ ստիպված կլինեն որպես հումք օգտագործել բացառապես ներմուծվող մետաղի ջարդոնը կամ նախապատրաստվածքները, ինչը չի լուծում առկա խնդիրը։ Ընդ որում՝ նույն խնդիրն առկա է նաև ԵԱՏՄ երկրներում, պատահական չէ, որ միության գրեթե բոլոր երկրները նույնպես արգելել կամ սահմանափակել են սև և գունավոր մետաղների արտահանումը։
Առաջարկվում է մեր երկրում սահմանել սև և գունավոր մետաղների ջարդոնի և թափոնի արտահանման արգելքի նոր ժամկետ, որը կգործի 2026 թվականի փետրվարի 2-ից մինչև 2026 թվականի օգոստոսի 2-ը։
