ՀՀ ներքին գործերի նախարարությունից ստացված նյութերի հիման վրա ՀՀ հակակոռուպցիոն կոմիտեում նախաձեռնված քրեական վարույթով պարզվել է, որ ոստիկանության պետական պահպանության գլխավոր վարչությունում ոստիկանության վաշտի հրամանատարի պաշտոնը զբաղեցրած անձը ծառայողակաան լիազորությունների օգտագործմամբ հափշտակել է ծառայողական տրանսպորտային միջոցների շահագործման համար հատկացված և իրեն վստահված 2,236,784 ՀՀ դրամին համարժեք 5,082 լիտր ավտոբենզինի կտրոններն ու կատարել պաշտոնեական կեղծիք:

Մասնավորապես՝ պարզվել է, որ հիշյալ պաշտոնատար անձի կողմից կազմվել են ծառայողական տրանսպորտային միջոցների՝ կեղծ տվյալներ պարունակող ելքի ուղեգրեր առ այն, թե իբր 2024 թ. հոկտեմբերի 26-ից նոյեմբերի 30-ն ընկած ժամանակահատվածում նշված ավտոմեքենաները շուրջ 43.000 կիլոմետր ավել են երթևեկել, որի պայմաններում պաշտոնյան յուրացման եղանակով հափշտակել է ընդհանուր 1.953.620 ՀՀ դրամին համարժեք 4,247 լիտր ավտոբենզինի կտրոն:

Բացի այդ, վերը նշված պաշտոնյան 2022-2024 թթ. ընթացքում հափշտակել և ոստիկանության ծառայողի միջոցով Երևանում գործող ավտոտեխսպասարկման կենտրոնի տնօրենին է փոխանցել ծառայողական տրանսպորտային միջոցների շահագործման համար հատկացված 240 լիտր ավտոբենզինի կտրոն, իսկ 2023-2024 թթ. ընթացքում յուրացման եղանակով հափշտակել և ոստիկանության մեկ այլ ծառայողի է վաճառել իրեն վստահված ևս 320 լիտր ավտոբենզինի կտրոն:

Նախաքննությամբ պարզվել է նաև, որ նույն պաշտոնատար անձը 2021-2022 թթ. ընթացքում այլ հաստատություն գործուղված ոստիկանության ծառայողին հանձնարարել է ստորագրել իր կողմից կազմված ելքի կեղծ ուղեգրեր առ այն, թե իբր այդ ժամանակահատվածում նշված ոստիկանը հաճախել է աշխատանքի, որի արդյունքում վերջինիս անվամբ դուրս է գրվել և յուրացման եղանակով հափշտակվել ընդհանուր 275 լիտր ավտոբենզինի կտրոն:

Վերը նշված հանցավոր արարքների կատարման համար ոստիկանության պաշտոնյային մեղադրանք է ներկայացվել ՀՀ քրեական օրենսգրքի 256-րդ հոդվածի 2-րդ մասի 2-րդ և 3-րդ կետերով և 445-րդ հոդվածի 1-ին մասով: Նրա նկատմամբ որպես խափանման միջոց է կիրառվել պաշտոնավարման կասեցումը և բացակայելու արգելքը: Մեղադրանքներ են ներկայացվել նաև ոստիկանության ևս 3 ծառայողի ու ավտոտեխսպասարկման կենտրոնի տնօրենին:

Պատճառված ավելի քան 2 մլն ՀՀ դրամի վնասը նախաքննության ընթացքում ամբողջությամբ վերականգնվել է: Քրեական վարույթով նախաքննությունն ավարտվել է, և վարույթի նյութերը մեղադրական եզրակացությամբ ուղարկվել են ՀՀ հակակոռուպցիոն դատարան:
