Ժողովրդագրական ձախողումից մինչև իրական ծրագրեր

Դեռևս մինչև 44-օրյա պատերազմը Նիկոլ Փաշինյանը մեծագին խոստումներ էր տալիս՝ մինչև 2050 թվականը Հայաստանի բնակչությունը հասցնել առնվազն 5 միլիոնի։ Նույն ժամանակաշրջանում նա ներկայացնում էր երկրի վերափոխման ռազմավարության տեսլականը․ 1.5 միլիոն նոր աշխատատեղ, աղքատության հաղթահարում աշխատանքի միջոցով, միջին աշխատավարձի յոթապատիկ ավելացում, կյանքի տևողությունը հասցնել մինչև 90 տարեկանի։ Սակայն այս և մյուս բոլոր խոստումները մնացին թղթի վրա։ Ժողովրդագրական անկումը շարունակում է խորանալ, իսկ իշխանությունը ոչ միայն չի զղջում սեփական ձախողումների համար, այլ շարունակում է կեղծ խոստումներով մոլորեցնել հանրությանը։

Այս ֆոնին գործարար և բարերար Սամվել Կարապետյանը գտնվելով ԱԱԾ մեկուսարանում, իր ուղերձում ժողովրդագրական վիճակը բնութագրել է որպես «կատաստրոֆիկ»։ Նրա ղեկավարած «Մեր ձևով» շարժումը, ի տարբերություն գործող իշխանության, առաջ է քաշում իրական լուծումներ՝ հոգևոր արժեքների պաշտպանություն, նոր տնտեսության ձևավորում, աշխատատեղերի արագ ստեղծում, գյուղատնտեսության զարգացում։ Կարապետյանը հատուկ ընդգծում է․ «Չկա ժողովրդի ու պետության համար ավելի մեծ հաջողություն, քան ունենալ բազմաթիվ բազմազավակ ընտանիքներ, որոնք ունեն բարեկեցիկ կյանք կառուցելու բոլոր պայմանները»։

Ի տարբերություն պոպուլիստական խոստումների, Կարապետյանը նաև հստակ դեղատոմս է ներկայացնում․

Պետությունը պարտավոր է ապահովել, որ երիտասարդ ընտանիքները հետևեն իրենց առողջությանը առանց ընտանեկան բյուջեն սպառելու։

Յուրաքանչյուր հայ երեխայի ծնունդի ծախսերը պետք է դառնան պետության և ծնողների համատեղ հոգածության առարկա։

Երիտասարդ ծնողները պետք է ստանան արտոնություններ թե՛ աշխատանքի, թե՛ կրթության ոլորտում։

Տարեցներն իրավունք ունեն բուժվել առանց մտավախության, որ իրենց ծախսերը կդառնան բեռ իրենց զավակների համար։

Կարապետյանի խոսքով, նման ծրագրեր տարբեր ծավալներով ինքը նախկինում արդեն իրականացրել է, իսկ այժմ շարժումն աշխատում է դրանք վերածել համակարգային լուծումների։ Սա փաստում է, որ խոսքը ոչ թե անիրագործելի երազանքների, այլ իրատեսական քայլերի մասին է։

Այս ամենը նաև ցույց է տալիս տարբերությունը․ հաջողված գործարարը, որի խոսքը գործի է վերածվում, և իշխանության ղեկին հայտնված անհաջողակ պոպուլիստը, որի խոստումները փոշիանում են։ Հենց այս տարբերության պատճառով էլ Սամվել Կարապետյանը դարձել է Նիկոլ Փաշինյանի և նրա իշխանության թիրախը․ իրական վտանգը նրանք զգում են հենց նրանից։
