ՀԷՑ–ի գլխավոր տնօրենի նախկին պաշտոնակատար Դավիթ Ղազինյանն այսօր հրավիրված ասուլիսում անդրադարձավ ՀԷՑ ժամանակավոր կառավարիչ Ռոմանոս Պետրոսյանի հայտարարությանը, թե իրենց հաջողվել է միլիարդներ խնայել։ «Նման բան չկա, ոչ մի գումար չի խնայվել, ուղղակի ՀԷՑ-ի այսօրվա կառավարիչն իր թիմով որոշել է, որ չպետք է վճարի կապալառուներին, որոշել է, որ չպետք է վճարի քաղաքապետարանին, որի արդյունքում գումարները մնում են ՀԷՑ-ի ներսում»։ 

Նա նաև տեղեկացեց, որ քաղաքապետարանը տուրք է սահմանել նոր միացումների համար, յուրաքանչյուր գծամետրի համար՝ 10 000 դրամ։ «Չգիտես ինչու, ժողովուրդը մտածում է, որ վճարում է ՀԷՑ-ին, բայց դա էլ այսպես չէ։ Արդյո՞ք տնտեսական գործունեությամբ զբաղվողների համար դա պրոբլեմ չէ, եթե օրինակ 100 մ պետք է խրամուղի փորվի՝ մալուխ անցկացնելու համար, պոտենցիալ բաժանորդը 1 մլն դրամ ավելի է վճարելու քաղաքապետարանին, որպես տուրք։ 
Գլուխ են գովում, որ աուդիտ են անցկացնում ՀԷՑ-ում, բայց այդ աուդիտը մինչև 2023 թ-ն անընդհատ անցկացվել է միջազգային կազմակերպությունների կողմից։ 2023-24 թթ ՀԾԿՀ-ն մրցույթներ է անցկացվել, բայց հետո իր անցկացրած մրցույթները չեղյալ է համարել։ Այս պատճառով էլ աուդիտ չի անցկացրվել»։ 
Նա նաև անդրադարձավ իշխանական թևի մեկ այլ հայտարարությանը, թե գնումները բացառապես մեր ընկերությունից են եղել, բայց նման բան էլ չկա։ «Կա մի մրցույթ, որտեղ մարսնակցել են 3-4 ընկերություն, որը ենթադրում էր բավականին մեծ  աշխատանք, այն ժամանակ ՀԷՑ-ը որոշում էր կայացրել չպատվիրակել աշխատանքները մի քանի ընկերության, որպեսզի հսկողությունն ավելի հեշտ լինի»։    

Անդրադառնալով միացումների հետ կապված դժգոհություններին՝ Ղազինյանը նշեց, որ դրանք չեն արվել, քանի որ քաղաքապետարանից թույլտվություն չեն ունեցել։ 

«Մի լուրջ պաշտոնյա էլ, որ իմ տեղեկություններով նախկիններից էլ նախկին է՝ խոսում էր վարկեր ներգրավելու և աշխատավարձ տալու մասին, ուզում եմ տեղեկացնել, որ ՀԷՑ-ի կողմից ներգրաված որևէ վարկի տոկոս ժողովուրդը չի վճարել, բոլոր ներգրաված վարկերի տոկոսները վճարել է սեփականատերը՝ իր շահույթի հաշվին։ Այսինքն, նման հայտարարություններն անգրագիտություն են»,-ասաց նա։ 

Ինչ մնում է այսպես կոչված՝ թանկարժեք մեքենաներին՝ Ղազինյանն ասաց, որ Հանձնաժողովը որպես ծախս չի ընդունել ու դրանց ձեռք բերումը ևս կատարվել է սեփականատիրոջ հաշվին։ «Հիմա նոր աշխատակիցները նոր նշանակված տեղերում պարզվում է այն թեկնածուները, որոնք հիմնականում պարտվել են ընտրություններում՝ էներգետիկայի նորահայտ ռեմբոներն են, մինչդեռ բայց նվազագույնը 10-30 տարվա աշխատակիցներին ազատում են, զրպարտում են, թե կլանային համակարգի մասի են, անձնական բիզնես շահեր ունեն, ես պահանջում եմ, որ համապատասխան սուբյեկտը անուններ հրապարակի»,-ասաց Ղազինյանը։
