Արմեն Հովասափյանը ֆեյսբուքյան իր էջում գրել է․

Երեկվա հարցուպատասխանից պարզ դարձավ մի շատ կարևոր հանգամանք․ Նիկոլը չունի հստակ պատասխան անգամ այն պարզ հարցին, թե՝ «Թրամփի կածանով» անցնի ադրբեջանցի կամ ադրբեջանական բեռ, արդյո՞ք հայկական մաքսավորները ստուգելու են այդ բեռը, թե՞ ոչ կամ հնարավոր իրավիճակում հայ իրավապահը տեղում խնդիր կարողանալո՞ւ է կարգավորել թե՞ ոչ։ Նա այս հարցի հետ կապված խոսեց ամեն ինչից՝ Եկատերինա Մեդիչից մինչև ֆրանս-պրուսական պատերազմ, բայց ոչ մի հոդաբաշխ ու պարզ պատասխան չտվեց բուն թեմայի վերաբերյալ՝ անընդհատ կրկնելով, թե «թղթում հստակ գրված է»։

Գիտեք՝ ինչո՞ւ, որովհետև տեղյակ չի, ուղղակի չգիտի, թե ՀՀ սուվերեն տարածքով անցնող այս «կածանը», որը տարբեր ձևերով է անվանվում (իշխանական կողմը պնդում է TRIPP, մինչդեռ մյուս երկուսը հետևողականորեն այն կոչում են «միջանցք»), ի վերջո ինչ կարգավիճակ է ունենալու։ Չգիտի՝ հայկական կողմից վերահսկողություն լինելու՞ է, թե՞ ոչ։ Չգիտի՝ որպես լոգիստիկ հանգույց այն ինչ տեսք է ունենալու։
Այս անտեղյակությունը պատահական չէ, քանի ամբողջ գործընթացը կազմակերպվել է շնչակտուր, սպոնտան և առանց պետական հաշվարկների։ Ոչ միայն Փաշինյանը, այլև իր թիմակիցները («անդամները», ինչպես ինքն է սիրում բնորոշել) պատկերացում չունեն, թե ինչի՞ մասին է խոսքը, դրա համար էլ բացառապես «մեծապետական» ճոռոմաբանությամբ են զբաղված։ Վերջին տարիների փորձը հուշում է, որ ինչպես թելադրվի Անկարայից ու Բաքվից, այնպես էլ կձևավորվի ճանապարհի կարգավիճակը։ Նույնը եղավ օգոստոսի 8-ին, երբ Նիկոլն արձակուրդում էր, սակայն հապշտապ ուղարկվեց Վաշինգտոն՝ «բարաթ» ստորագրելու։ Այն ժամանակ նույնպես ոչ ոք տեղյակ չէր մանրամասներից, անգամ Նիկոլը տեղյակ չէր, թե ինչի է գնում Տիզբոն․ պարզապես վերադառնալով՝ իշխանությունը հայ հասարակությանը փորձեց «ծախել» դա որպես «փայլուն դիվանագիտություն»։

Այսօր իրավիճակը նույնն է։ Նիկոլը չունի պատկերացում՝ ի՞նչ կարգավիճակով են ադրբեջանցիները մտնելու Հայաստան, ի՞նչ տեսակի մաքսային ու իրավական ռեժիմ է գործելու, և առհասարակ՝ ի՞նչ պետական վերահսկողություն կարող է գործադրվել։
Ըստ էության, այժմ կարող ենք փաստել, որ այս գործընթացում միայն երկու կողմ լիովին տեղեկացված են․ Ալիևն ու Թրամփը։ Առաջինը հստակ գիտի, թե ինչ է ակնկալում այդ ճանապարհից, երկրորդն էլ իր մասով մութ կողմեր չունի։ Նիկոլը, որպես երրորդ կողմ, մնում է ստվերում՝ առանց թեմայի մասին իրազեկության ու առանց վերահսկողության։

Այս ամենից բխող վտանգն էլ պարզ է․ «Թրամփի կածանը» կարող է դառնալ ոչ թե խաղաղության կամ տարածաշրջանային համագործակցության ուղի, այլ գործիք՝ Ադրբեջանին Իրանի դեմ զինելու գործընթացը կազմակերպելու համար։ Իսկ Հայաստանի համար սա սուվերենության հերթական կորուստն է՝ մերկացնող իրողությամբ, որ սեփական երկրի տարածքում անգամ չգիտի՝ ինչ է ստորագրվել և ինչի է դա հանգեցնելու։

«Թրամփի կածանի» շուրջ ստեղծված անորոշությունը բացահայտում է Հայաստանի ներկայիս քաղաքական ղեկավարության ամլությունը, ընդգծում ամենաթույլ կողմը՝ պետական ռազմավարական մտածողության բացակայությունը։ Այս իրավիճակում ակնհայտ է դառնում, որ որոշումներ են կայացվում առանց ազգային շահի հաշվարկի և առանց հանրային պատասխանատվության։ Իսկ իրական շահառուները մնում են Ալիևն ու Վաշինգտոնը, որոնք իրենց ծրագրերը հստակ պատկերացնում են։
