«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունը հանրային քննարկման է ներկայացրել «Մասնավոր պահնորդական կազմակերպության գործունեության վերաբերյալ հաշվետվության ձևը և դրանում ներառվող տեղեկությունների ցանկը սահմանելու մասին» նախագիծը։ Ներքին գործերի նախարարության ձևավորմամբ պայմանավորված՝ վարչապետի 2023 թվականի մարտի 14-ի թիվ 270-Լ որոշմամբ ներքին գործերի նախարարությունն իրականացնում է մասնավոր պահնորդական գործունեության լիցենզավորման գործընթացի ապահովումը, ինչպես նաև՝ լիցենզիաների պահանջների կատարման կապակցությամբ վարչարարության իրականացումը։

Նշվում է, որ նախկինում ոստիկանության կողմից պահպանվող որոշ օբյեկտներ ներկայումս պահպանվում են մասնավոր պահնորդական կազմակերպությունների կողմից, որի հաշվառմամբ՝ մասնավոր պահնորդական կազմակերպությունների գործունեության դաշտը ընդլայնվել է՝ ներառելով պետական կառավարման մարմինների շենքերի պահպանությունը։ Հաշվի առնելով սա՝ առաջնահերթություն է դառնում հիշյալ կազմակերպությունների նկատմամբ հսկողության մեխանիզմների սահմանումը՝ այն համատեքստում, որպեսզի նման լիցենզիա ունեցող կազմակերպությունները մատուցեն որակյալ ծառայություններ։ Հսկողության մեխանիզմների շարքում իր առանձին տեղն է զբաղեցնում հաշվետվությունների ներկայացումը, ինչը հնարավորություն է տալիս համապատասխան մարմնին՝ բացահայտելու տվյալ ոլորտում առկա խնդիրները։

Ազգային ժողովի կողմից 2025 թվականի ապրիլի 18-ին ընդունվել է «Մասնավոր պահնորդական գործունեության մասին» օրենքում լրացումներ և փոփոխություններ կատարելու մասին» ՀՕ-93-Ն օրենքը, որով, ի թիվս այլնի, սահմանվել է մասնավոր պահնորդական կազմակերպությունների կողմից լիազոր մարմնին հաշվետվություններ ներկայացնելու օրենսդրական պահանջ։ Նույն օրենքի 8-րդ հոդվածի 4-րդ մասով մասնավոր պահնորդական կազմակերպության գործունեության վերաբերյալ հաշվետվության ձևի և դրանում ներառվող տեղեկությունների ցանկի սահմանման լիազորություն է նախատեսվել։

Հիմք ընդունելով սա՝ ներքին գործերի նախարարությունը մշակել է ՆԳՆ նախարարի հրամանի նախագիծը։
