Հայաստանի խորհրդարանը երեկ սկսել է իր 10-րդ նստաշրջանի աշխատանքը, և ինչպես ավելի վաղ կանխատեսել էինք 1or.am-ում, «Քաղաքացիական պայմանագիր» խմբակցությունն արդեն իսկ աչքի է ընկել իր լպիրշ հայտարարություններով։

Հիշեցնենք՝ նշել ենք, որ ՔՊ-ին հանձնարարված է ընդդիմության հետ խոսել առավելագույն կոշտ և լկտի ձևերով՝ հնարավոր բոլոր արձագանքներին պատասխանել մի քանի անգամ ավելի շատ։ Խորհրդարանական ընտրություններից առաջ «Քաղպայմանագիրը» խնդիր ունի ցույց տալու, թե ինքն է վերահսկում իրավիճակը հանրապետությունում։

Առաջին իսկ նիստի ընթացքում «Քաղպայմանագրի» խմբակցության քարտուղար Արթուր Հովհաննիսյանն է աչքի ընկել լպիրշ հայտարարություններով։ Նա վիրավորական արտահայտություններ է հնչեցրել ընդդիմադիր պատգամավոր Թագուհի Թովմասյանի հասցեին, ասելով. «Թող սեռավարակի թեստ հանձնի, որ հասկանանք, թե էդ 4 տունն իրեն ո՞րտեղից...»։ Դեռևս 2017 թ․-ին թմրանյութի համար ոստիկանության բերման ենթարկված և քրեական գործով անցնող Հովհաննիսյանը մի քանի այլ վիրավորանք է հասցրել ընդդիմադիր պատգամավորին։

Առայժմ միայն ընդդիմադիր կին պատգամավորները համատեղ հայտարարությամբ դիմել են Ազգային ժողովի նախագահին՝ անթույլատրելի համարելով և խստորեն դատապարտելով Արթուր Հովհաննիսյանի արարքը։ Նրանք հիշեցրել են, որ վերջինս մշտապես աչքի է ընկնում բարոյական նվազագույն նորմերին հակասող վարքագծով, հայտնի է բռնության հրապարակային կոչերով և ընդդիմադիր գործիչների հասցեին զրպարտություններով, որոնց համար դատարանի վճիռներով պարտավորվել է ներողություն խնդրել։

Ընդդիմադիր պատգամավորները պահանջում են նաև Արթուր Հովհաննիսյանի վարքը քննել էթիկայի ժամանակավոր հանձնաժողովում։ Թագուհի Թովմասյանն էլ կոչ է արել իշխանական լպիրշ պատգամավորին վայր դնել մանդատը։ Վերջինս, իհարկե, գործում է Նիկոլ Փաշինյանի անմիջական հրահանգներով և որևէ դեպքում որևէ մանդատ վայր չի դնելու։

Այս իրավիճակում «Քաղպայմանագրի» վարքը լիովին հասկանալի է։ Այդ կուսակցությունը վաղուց անցել է բարոյական բոլոր կարմիր գծերը։ Սակայն տարօրինակը Հայաստանում իրավապաշտպանների և կանանց իրավունքներով զբաղվող կառույցների տոտալ լռությունն է։

1-2 իրավապաշտպանի դատապարտող հայտարարությունը չհաշված՝ մյուսներից որևէ հեծկլտոց անգամ դուրս չի եկել։ Նրանք չեն դատապարտել իշխանական պատգամավորի այս վարքը։ Իսկ նախկին իշխանությունների օրոք, երբ որևէ տղամարդ պատգամավոր կհանդգներ ընդդիմության ներկայացուցչի հասցեին նման վիրավորանք հնչեցնել, իրավապաշտպաններն ու տարբեր սորոսականներ իսկական վայնասուն կբարձրացնեին այդ պատգամավորի դեմ՝ կոչ անելով վերջինիս վայր դնել իր մանդատը։

«Քաղպայմանագիրը», վստահաբար, առաջիկա նիստերում ավելի լպիրշ կերպով է իրեն պահելու և որևէ կերպ չի թուլացնելու այս դոզան։
