Արցախի նախկին պետնախարար Արտակ Բեգլարյանը գրում է․
«ՀՀ իշխանությունները պարտավոր են հրատապ միջոցներ ձեռնարկել հայ գերիների լրացուցիչ պաշտպանության համար՝ Ադրբեջանից Կարմիր խաչի արտաքսման պայմաններում.
Հունիսից Կարմիր խաչը չի այցելել Բաքվում ապօրինաբար պահվող հայ պատանդներին (գերիներին), իսկ այսօր Կարմիր խաչը պաշտոնապես փակեց իր գրասենյակը Ադրբեջանում:
Սա նշանակում է, որ հունիսից այլևս ոչ մի միջազգային մարմին որևէ շփում չունի հայ գերիների հետ, ինչն էլ ավելի է մեծացնում խոշտանգումների ու նույնիսկ սպանությունների ռիսկերը:
Այս պայմաններում խիստ տարակուսելի ու դատապարտելի է, որ ՀՀ իշխանությունները ոչ մի արդյունավետ գործողություն չեն կատարում հայ պատանդների ոչ միայն ազատ արձակման ու իրավական պաշտպանության, այլև՝ ֆիզիկական անվտանգության ապահովման համար: Իրավապաշտպան կազմակերպություններով ու գործիչներով դեռևս մարտին ենք ահազանգել սրա մասին՝ գրավոր հստակ առաջարկ անելով ՀՀ ԱԳՆ-ին՝ դիմելու չեզոք երկրի (օրինակ՝ Շվեյցարիային)՝ նրանց հյուպատոսական ծառայություններից օգտվելու նպատակով: Ավելին, մենք նամակ ենք ուղարկել նաև Շվեյցարիայի ԱԳՆ, որի բարձրաստիճան ներկայացուցիչն անձամբ ինձ գրավոր կերպով պատասխանել է, որ իրենք պատրաստակամ են նման հումանիտար առաքելություն իրականացնել, սակայն դրա համար անհրաժեշտ է պետության դիմումը:
Եվ ցավն այն է, որ այս վեց ամսվա ընթացքում ՀՀ ԱԳՆ-ն չի դիմել Շվեյցարիային՝ խնդրելու հյուպատոսական ծառայություններ մատուցել Ադրբեջանում ազատազրկված ՀՀ քաղաքացիներին: Չե՞ք ուզում Շվեյցարիային, դիմե՛ք ԱՄՆ-ին, ում քավորությամբ ստորագրել եք ադրբեջանական փաստաթղթերը՝ առանց պատանդների վերաբերյալ որևէ գրավոր կամ նույնիսկ բանավոր պահանջի կամ նույնիսկ խնդրանքի:
Հետո ասում են, թե իբր բոլոր ջանքերը գործադրում են, բոլոր հանդիպումներում բարձրացնում են գերիների ազատ արձակման հարցը, բայց չեն էլ ուզում ապահովել մի պարզ ու անշառ հյուպատոսական հասանելիություն ու միջազգային մուտք մեր պատանդառված հայրենակիցների համար: Կարո՞ղ է դա էլ է լարվածություն ստեղծում մեր «սիրելի» հարևանի հետ ու սպառնալիք ներկայացնում ՀՀ ազգային անվտանգությանը…»։
