Министр юстиции о проблеме самоубийств в УИУ: в ближайшее время появятся специальные камеры

Решили в ближайшее время создать камеры, за которыми будет осуществляться наблюдение, поскольку пришли к выводу, что единственный способ предотвратить подобное поведение — это следить за теми, кто склонен к членовредительству. Об этом сегодня, 3 сентября, на брифинге для журналистов заявила министр юстиции Србуи Галян, комментируя тот факт, что недавно в одном из пенитенциарных учреждений был зафиксирован очередной случай членовредительства.

«Нам по-прежнему необходимо соблюсти баланс между правом на неприкосновенность частной жизни и правом на жизнь, чтобы правильно понимать, с какого момента следует переводить людей в соответствующие камеры. Кроме того, мы ведём постоянные обсуждения с коллегами из Министерства здравоохранения. Регистрация лиц с психическими проблемами практически завершена. Соответствующие поправки вносятся в Решение № 825 Н, чтобы мы могли ещё раз рассмотреть вопрос соразмерности наказания этих людей, и при наличии оснований освободить их от отбывания наказания», — добавила она.

На вопрос журналиста о том, почему большинство случаев членовредительства происходит в Армавирском УИУ, Галян ответила: «Армавирское УИУ — крупнейшее пенитенциарное учреждение, где содержится наибольшее количество заключенных».

На замечание журналиста о том, что в последнее время также поступают тревожные сигналы об условиях содержания заключенных, министр ответила:

«Мне трудно вспомнить время, когда в тюремных камерах ремонтировали больше, а условия отбывания наказания улучшали, чем сейчас. В прошлом году была проделана большая работа, начиная от обеспечения круглосуточного водоснабжения и заканчивая ремонтом отдельных камер. В последнее время мы занимались ремонтом карантинного отделения Армавирского УИУ. Можно сказать, что Абовянское УИУ практически полностью отремонтировано. Сейчас мы рассматриваем вопрос о сроках закрытия Нубарашенского УИУ. Окончательное решение будет принято в течение месяца, что будет означать появление альтернативного учреждения. Возможно, нам удастся провести ремонт, расширить колонию и перевести заключённых в другое учреждение».
