Հայաստանի գործող իշխանությունները համառորեն չեն հրաժարվում 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարությունից, հետ չեն կանչում իրենց ստորագրությունները, բայց և հրապարակային հայտարարություններով դեմ են արտահայտվում Ռուսաստանի միջնորդությամբ կնքված հայտարարությանը։ Նախօրեին իր ճեպազրույցում Փաշինյանը հայտարարել է, թե նոյեմբերի 9-ին վերադառնալու կարիք ընդհանրապես չկա։ «Նոյեմբերի 9-ը մնացել է նոյեմբերի 9-ին»,- հայտարարել է նա։

Ըստ էության, այս կերպ Վաշինգտոնում հռչակագիր ստորագրելուց հետո Փաշինյանը քար է նետում Ռուսաստանի ուղղությամբ և բնականաբար Ռուսաստանից բավականին խիստ և կոշտ արձագանք է եղել։ Մասնավորապես ՌԴ ԱԳՆ խոսնակ Մարիա Զախարովան հայտարարել է, թե Ռուսաստանի, Ադրբեջանի և Հայաստանի միջև 2020-2022 թթ․-ին ստորագրված եռակողմ համաձայնագրերը մնում են արդիական, դրանցից ոչ ոք չի հրաժարվել, և այդ փաստաթղթերը հիմա էլ գոյություն ունեն։ Ըստ Զախարովայի, Փաշինյանի արձագանքն ընդամենը «լեզվական վարժություններ են»։ «Ես չեմ լսել, որ որևէ մեկը մերժել է կամ հետ է կանչել ստորագրությունը»,- նշել է Զախարովան։ Այս կերպ Ռուսաստանը նաև ակնարկում է, որ պահանջելու է կատարել նոյեմբերի 9-ի հայտարարության միակ կետը, որ դեռ մինչև օրս չի խախտվել։ Նշենք, որ Հայաստանի իշխանությունները Ռուսաստանին Ադրբեջանի հետ հավասար պատասխանատու են համարում նոյեմբերի 9-ին հայտարարության մյուս բոլոր կետերը խախտելու մեջ, և հրաժարվում են տարածաշրջանային հաղորդակցությունների վերահսկողությունը հանձնել ռուսական կողմին։ Զախարովան նաև հերքել է հայկական իշխանական քարոզչամեքենայի տարածած տեղեկությունները՝ իբր Մոսկվան արտատարածաշրջանային միջանցք է պահանջել Հայաստանից։

Այդուհանդերձ, Միացյալ Նահանգների ներգրավման ֆոնին Ռուսաստանի դիրքերը բավական թուլացել են և անգամ Ռուսաստանի ԱԳՆ-ի խիստ հայտարարությունները որևէ կերպ չեն կարողանա շտկել իրավիճակը, եթե Ռուսաստանը բավականին լուրջ քայլերի չգնա։
