ԱՄՆ նախագահ Դոնալդ Թրամփը որոշել է չեղարկել ավելի վաղ Կոնգրեսում հաստատած գրեթե 5 միլիարդ դոլարի արտաքին օգնության փաթեթը, գրում է The New York Post -ը։ Գումարը ներառում է USAID ծրագրի, խաղաղապահ գործողությունների և միջազգային կազմակերպությունների համար կատարվող ներդրումների ծախսերը։
Միջոցները չեղարկելու համար Թրամփը ստիպված կլինի օգտագործել իրավաբանորեն վիճահարույց մեխանիզմ, որը չի կիրառվել 1977 թվականից ի վեր։ Հինգշաբթի նախագահը Կոնգրեսին տեղեկացրել է իր որոշման մասին. ավելի վաղ սառեցված միջոցները դատական գործից հետո մնում են անորոշ վիճակում։
Հարվածի տակ են ընկնում, մասնավորապես.
3,2 միլիարդ ԱՄՆ դոլար USAID-ի համար,
322 միլիոն դոլար USAID-ի ժողովրդավարության հիմնադրամից և Պետքարտուղարությունից,
521 միլիոն դոլար Պետքարտուղարությունից՝ միջազգային կազմակերպություններին,
393 միլիոն դոլար խաղաղապահ գործունեության համար,
445 միլիոն դոլար խաղաղապահ օգնության համար։
Թրամփի վարչակազմը ծախսերի որոշակի հոդվածներ առանձնացրել է որպես «մսխվող», դրանց թվում՝ 24,6 միլիոն դոլար Հոնդուրասում կլիմայի փոփոխության դեմ պայքարի համար, 2,7 միլիոն դոլար Հարավային Աֆրիկայում ժողովրդավարության աջակցության համար, 3,9 միլիոն դոլար Արևմտյան Բալկանների ԼԳԲՏ համայնքների շրջանում ժողովրդավարության խթանման համար և 1,5 միլիոն դոլար՝ ուկրաինացի նկարչուհիների գովազդի համար։
Միջոցների մի մասը՝ մոտ 838 միլիոն ԱՄՆ դոլար, նախատեսված էր ՄԱԿ-ի խաղաղապահ առաքելությունների համար, ներառյալ՝ Կոնգոյի Դեմոկրատական Հանրապետությունում և Կենտրոնական Աֆրիկյան Հանրապետությունում։ Վերադարձը չի տարածվի Եգիպտոսի և Իսրայելի սահմանին տեղայակված բազմազգ ուժերի և դիտորդների առաքելության վրա։
«Միջոցների չեղարկման օրինականությունը դեռևս վիճահարույց է. ԱՄՆ կառավարության հաշվիչ պալատն այս գործելաոճն անօրինական է համարում, մինչդեռ Թրամփի վարչակազմը հակառակն է պնդում։ Նմանատիպ նախադեպեր տեղի են ունեցել 1970-ականներին՝ Ջերալդ Ֆորդի և Ջիմի Քարթերի օրոք, և այդ ժամանակ որևէ առարկություն չի եղել»,- գրում է պարբերականը։
