Օրենսդրական փաթեթը վերաբերում է հանրակրթության ոլորտում լիազոր մարմնի սահմանմանը: Այս փոփոխությամբ նախատեսում ենք, որ մեր հանրակրթական ուսումնական հաստատությունները կունենան մեկ լիազոր մարմին, որը ԿԳՄՍ նախարարությունն է: Այսինքն, ըստ էության, մեր երկրում բոլոր դպրոցներն անցում են կատարելու դեպի նախարարության լիազորությամբ գործելուն: Այս մասին ասել է ԿԳՄՍ նախարար Ժաննա Անդրեասյանն ԱԺ գիտության, կրթության, մշակույթի, սփյուռքի, երիտասարդության և սպորտի հարցերի մշտական հանձնաժողովի՝ օգոստոսի 29-ի նիստում:
Հանձնաժողովն առաջին ընթերցմամբ քննարկել է ««Կրթության մասին» օրենքում լրացումներ կատարելու մասին» օրենքի նախագիծը՝ կից օրենսդրական փաթեթով:
Նախարարը հավելել է, որ այս փոփոխությունը վերաբերելու է 1343 ուսումնական հաստատության, որոնցից նախարարությունը ներկայում համակարգում է ընդամենը 123-ի գործունեությունը:
Ակնկալվում է, որ հանրակրթական դպրոցների կենտրոնացված կառավարման անցնելու գործընթացը կնպաստի ոլորտային բազմաթիվ խնդիրների լուծմանը, այդ թվում՝ կրթության զարգացման ռազմավարական ծրագրի իրականացման և վերլուծությունների արդյունավետության բարձրացմանը, բարեփոխումների իրականացման միասնական ուղերձների և մոտեցումների պահպանմանը, կառավարման և գործառույթների ապակենտրոնացման մեկնարկին, դպրոցների ինքնավարության կարողությունների զարգացմանը և այլն: Նախարարը պատասխանել է պատգամավորների հարցերին:
Պատգամավոր Ջուլիետա Ազարյանը նախարարից հետաքրքրվել է, թե որ դպրոցներին է վերաբերում ուսումնական գործընթացի ժամի փոփոխությունը, ըստ որի՝ դասերը պետք է սկսվեն ժամը 08:15-ին, ինչին ի պատասխան՝ Ժաննա Անդրեասյանը պարզաբանել է, որ փոփոխությունը վերաբերում է բացառապես Երևանի դպրոցներին: Նախարարը նաև նշել է, որ հանրապետության մյուս մարզերում դասերը սկսվում են ժամը 09:00-ից:
Հանձնաժողովը դրական եզրակացություն է տվել օրենսդրական փաթեթին: Այն նախատեսվում է ընդգրկել Ազգային ժողովի ութերորդ գումարման տասներորդ նստաշրջանի օրակարգի նախագծում:
