Հարգելի գլխավոր դատախազ,

Հարգելի մարդու իրավունքների պաշտպան,

Ցավով հայտնում եմ, որ 2025 թվականի օգոստոսի 28-ին Արմավիր քրեակատարողական հիմնարկում մահացել է իմ պաշտպանյալը՝ Արցախից բռնի տեղահանված Արտաշես Վարդանյանը։ Այս մասին գրել է փաստաբան Էրիկ Բեգլարյանը:

«Արտաշես Վարդանյանը երկար ժամանակ բողոքում էր իր առողջական վիճակի վատթարացման մասին, սակայն, ցավոք սրտի, այդ բողոքները համապատասխան կերպով չէին արձագանքվում։ Չնայած բազմաթիվ բողոքներին, նրան չէին տեղափոխում հիվանդանոց կամ բժշկական մասնագիտացված հաստատություն՝ պատշաճ բժշկական օգնություն ստանալու նպատակով։ Բողոքների անտեսումը և համապատասխան արձագանքի բացակայությունը, ըստ ամենայնի, հանգեցրել են այն ողբերգական արդյունքին, որի մասին ստիպված եմ այսօր տեղեկացնել։

Հաշվի առնելով վերոգրյալը՝

Խնդրում եմ Ձեր լիազորությունների շրջանակում ձեռնարկել բոլոր անհրաժեշտ միջոցները՝

*Ուղղակի և լիարժեք քննություն անցկացնելու Արտաշես Վարդանյանի մահվան պատճառների վերաբերյալ,

* Պարզելու, թե արդյոք քրեակատարողական հիմնարկի պատասխանատու աշխատակիցների կողմից եղել են անգործության դեպքեր, անփութություն կամ իրավական պարտականությունների չկատարում,

* Եվ ամենակարևորը՝ տալ իրավական հստակ գնահատական նրանց գործողություններին կամ անգործությանը։

Կարծում եմ, որ այս դեպքի մանրամասն ուսումնասիրությունը և պատշաճ իրավական արձագանքը կարևոր նշանակություն ունեն ոչ միայն արդարության վերականգնման, այլև նմանատիպ դեպքերը կանխելու տեսանկյունից»,- գրել է նա:
