ՀԷՑ-ի համար Հանձնաժողովի սահմանած աշխատավարձային ֆոնդից բացի, որը կոնկրետ թիվ է, 2015-ից մինչ այսօր ՀԷՑ սեփականատեր Սամվել Կարապետյանը տրամադրել է 11.6 մլրդ դրամ ավելի գումար՝ մոտավորապես ամիսը 150 մլնի կարգի: Այս մասին հրավիրված ասուլիսին հայտարարեց ՀԷՑ նախկին տնօրեն Դավիթ Ղազինյանը:
«Հիմա ամիսը 150 մլն դրամ դեռ սեփականատերը տալիս է, իրենք 20 մլն կրճատել են և դա ներկայացնում են որպես բարեգործություն, որ 1000 աշխատող, որոնք 200 հազար են ստանում, տաս տոկոս ավելի են ստանալու: Արդյոք ավելի բարոյական չէր լինի այդ ամեն ինչն անելուց առաջ ասել՝ սա սեփականատիրոջ միջոցներն են, ոչ թե աշխատավարձային ֆոնդի միջոցներն են»,- ասաց նա:
Ղազինայնը նշեց, որ սեփանակատերն անքակտելի իրավունք ունի իր սեփական միջոցներն այլևս չուղղել, որոշել՝ չի ուզում տրամադրել այդ ամսական 150 մլն-ը տեղավորվեք աշխատավարձային ֆոնդի մեջ:
«Սամվել Կարապետյանը չի անում այդ քայլը այս բոլոր անարդար մեթոդներից հետո որպես պետականամետ մարդ: Այսինքն, նա դրանով չի պատժում կառավարչին, իշխանությանը կամ Հանձնաժողովին:
Բացի այդ, իր գրպանից տված գումարը կրճատելու դեպքում միանշանակ կրճատումներ պետք է արվեն: Այսինքն, այդ ֆոնդի չափով աշխատակիցներ պետք է կրճատվեին, որ աշխատավարձային ֆոնդի մեջ տեղավորվեն: Եվ երրոդ պատճառն այն է, որ ՀԷՑ-ը կգնա կործանման»,- պարզաբանեց նա:
