Դարձյալ մեկ հոգին, միայնակ, կայացրեց որոշումներ մեր պետության և բոլորիս ճակատագրի վերաբերյալ․ Վահե Հովհաննիսյան

Վաշինգտոնյան փաստաթղթերից հետո մենք հազար տեսանկյունից քննարկեցինք կատարվածն ու կատարվելիքը, բացառությամբ մեկի, որն ըստ իս չափազանց կարևոր է։ Դարձյալ մեկ հոգին, միայնակ, կայացրեց որոշումներ մեր պետության և բոլորիս ճակատագրի վերաբերյալ։ Այս մասին ֆեյսբուքյան իր էջում գրել է Այլընտրանքային նախագծեր խմբի անդամ Վահե Հովհաննիսյանը:

«Այլանդակ ավանդույթի համաձայն՝ Հայաստանում պատմական որոշումները, որոնք գծում են մեր երկրի ու ժողովրդի ճակատագիրը, կայացվում են միայնակ, որպես կանոն՝ թաքուն։ Հիշեք նորագույն պատմությունը. միայնակ որոշվել է մի կողմ դնել 20 տարվա բանակցային փաթեթը, միայնակ որոշվել է պատերազմը հոկտեմբերին չդադարեցնել, միայնակ որոշվել է Արցախը հռչակել Հայաստան և հակառակը՝ Ադրբեջան։

Ազգային աղետի բերած բոլոր ճակատագրական սխալների հիմքում որոշում կայացնելու մեխանիզմն է։ Չի´ կարող մեկ հոգին որոշել բոլորիս ճակատագրերը, պետության ընթացքն ու հեռանկարը։ Սա պետք է Հայաստանում մեկընդմիշտ փոխվի։ Եվ սա պետք է լինի հականիկոլ ուժերի նախընտրական կոնսենսուսներից մեկը։ Նույնիսկ ստորագրված, նախաստորագրված փաստաթղթերն են գաղտնի պահվում հանրությունից։  

Աղետի բերած ճակատագրական սխալ որոշումներից կարելի կլիներ խուսափել, եթե որևէ փուլում լիներ որևէ զսպող ինստիտուտ։ Հայաստանում մեկընդմիշտ պետք է ավանդույթ ձևավորվի, որ կարևորագույն որոշումների ժամանակ ընդդիմության հետ խորհրդակցելը ոչ թե ամոթ է, այլ՝ պարտադիր, որ սեփական թիմը պետք է ձևավորվի ոչ թե ուսապարկերից, որոնց հետո քննարկելու բան իրոք չկա, այլ՝ կարծիք, գրագիտություն ու փորձ ունեցողներից։  Պետության առաջիկա վերականգնումը ենթադրում է պետական ինտուտուտների էական ուժեղացում, որպեսզի արկածախնդիր որոշումներից առաջ դրանց կայացնողի ձեռքը բռնեն։ Ըստ էության, մենք դա չենք ունեցել։

Հետադարձ հայացքով նայելիս կտեսնենք, որ 1991-ից սկսած՝ Հայաստանը կայացրել է ճիշտ որոշումներ, գտել դժվար-ճշգրիտ քայլեր և արձանագրել հաջողություններ ա´յն ժամանակ, երբ որոշումները կայացվել են հակակշիռների գոյության պայմաններում, լինեին դրանք անհատական թե ինստիտուցիոնալ մակարդակի։ Երբ իշխանության մեջ եղել են կարծիք ունեցող ազդեցիկ անհատներ, երբ գործել են կոալիցիոն համագործակցության խաղի կանոններ, ի վերջո, երբ եղել է ազդեցիկ ընդդիմություն, երբ միայնակ որոշումներ, առավել ևս՝ միայնակ կատաստրոֆիկ սխալ որոշումներ, չեն կայացվել։ Եվ լրիվ հակառակը։

Շատ կարևոր է, որ նոր հետպատերազմյան էլիտան սա հասկանա ու խաղի նոր կանոնը հասցնի սեփական ժողովրդին։ Չի կարող Հայաստանում որևէ մեկ հոգի թաքուն պայմաններում կայացնի բոլորիս համար ճակատագրական որոշումներ։ Դրա հետևանքը մենք, ցավոք, տեսանք։ Նույնիսկ կենցաղային մակարդակով մարդկանց պետք է բացատրել, որ սա նաև վիրավորական ու վտանգավոր է։ Քանի հարյուր հազար մարդ սա ընդունեց, այդքան մարդ էլ պատրաստ կլինի դուրս գալ թե´ փողոց, թե´ ընտրատեղամաս՝ երկրի վերականգնումը համակեցության և խաղի նոր կանոններով սկսելու համար։ Հայաստանում այլևս երբեք կարևոր ու ճակատագրական որոշումները չպետք է կայացվեն մեկ հոգու կողմից։

Ամբողջ պարադոքսն այն  է, որ հականիկոլական դաշտի գործիչների մի զգալի մաս նույնպես սա չի գիտակցում և կարծում է, որ որոշումներ կայացնող մեկ հոգուն մեկ այլ մեկ հոգով փոխարինելն է պայքարի էությունը»,-գրել է Հովհաննիսյանը։
