Իշխանությունը կրկին ձախողել է հայտարարագրման համակարգը

Պետական եկամուտների կոմիտեի ղեկավար Էդուարդ Հակոբյանը օրերս Նիկոլ Փաշինյանին զեկուցել է, որ հարկային հայտարարագրերի ներկայացման գործընթացը, մեղմ ասած, ձախողվել է, և որևէ առաջընթաց այդ ուղղությամբ չկա։ Ըստ պաշտոնական տվյալների՝ բնակչության միայն 25 տոկոսն է ներկայացրել հայտարարագիր։ Ընդ որում, ներկայացվածների մեծ մասը պետական համակարգի ծառայողներ են, որոնց բառի բուն իմաստով ստիպել են մինչև մայիսի 1-ը ներկայացնել հարկային հայտարարագրերը։
Կառավարությունը հայտարարագրերի ընդունման վերջնաժամկետը երկարացրել էր մինչև նոյեմբերի 1-ը, բայց Պետական եկամուտների կոմիտեն վստահ է, որ մինչ այդ ամբողջական գործընթացը չի կարող իրականացվել։ Առավել ևս, երբ հայտարարագիր ներկայացվում է հիմնականում ստիպողաբար. առանց լծակների և ճնշումների ոչ ոք չի էլ ցանկանում ներկայացնել։ Բացի այդ, համակարգն ինքնին արդեն իսկ ձախողված է, քանի որ կան տեխնիկական լուրջ խնդիրներ՝ կապված թե՛ ID-քարտերի, թե՛ ընդհանրապես սերվերների աշխատանքի հետ։ Պրոբլեմների այս փունջը մի քանի անգամ խնդիրներ է առաջացրել հարկային հայտարարագրերի ներկայացման գործընթացում, և ստիպված են եղել ձգձգել վերջնաժամկետները։
Այժմ էլ կոմիտեն, մեր տեղեկություններով, առաջարկում է ևս երկու ամիս երկարաձգել՝ մինչև դեկտեմբերի 31-ը, բայց վստահ չեն, որ այդ ընթացքում 2024 թվականի պլանը կկատարեն։
Խնդիրներ կան նաև բանկային համակարգի հետ։ Պետական և բանկային համակարգերն իրար հետ բացարձակապես համակարգված չեն, և մարդկանց եկամուտների մասին տվյալները, որոնք առկա են բանկային համակարգում, շատ դեպքերում նույնիսկ չեն հասնում Պետեկամուտների կոմիտե։ Դա խնդիրներ է առաջացնում Կենտրոնական բանկի ու գործադիրի միջև։ Գործող իշխանություններն այժմ փորձում են միջոցներ ձեռնարկել։ Հասկանալով, որ իրենց ևս մեկ նորամուծությունը սովորույթի համաձայն ձախողվելու է, փորձում են միջոցներ գտնել, թե ինչպես լուծել այս խնդիրը։
