«Փաստ» օրաթերթը գրում է.

ՀՀ Ազգային ժողովը ընդունել է «Ոստիկանության մասին» օրենքում փոփոխություն և լրացումներ կատարելու մասին» 2025 թվականի մարտի 5-ի N ՀՕ-65-Ն օրենքը, որի 2-րդ հոդվածով լրացվող 19-րդ հոդվածի 10- րդ մասի համաձայն՝ «տեսահսկման համակարգերին հասանելիության տրամադրման և տեսահսկման իրականացման կարգը սահմանվում է կառավարության որոշմամբ»։ Հաշվի առնելով վերոգրյալը՝ ներքին գործերի նախարարությունը հանրային քննարկման է ներկայացրել «Տեսահսկման համակարգերին հասանելիության տրամադրման և տեսահսկման իրականացման կարգը սահմանելու մասին» նախագիծը։ Հիմնավորման մեջ նշվում է, որ հաշվի առնելով ահաբեկչության սպառնալիքը, թմրամիջոցների ապօրինի շրջանառության ծավալները և մարդու կյանքին ու առողջությանը, պետության անվտանգությանը սպառնացող մի շարք այլ հանցագործությունների աճը՝ անհրաժեշտություն է առաջացել առավել լայն հնարավորություններ ստեղծել նախապատրաստվող, կատարվող կամ կատարված հանցագործություններին և մյուս հնարավոր իրավախախտումներին հնարավորինս արագ արձագանքելու (այդ թվում՝ դրանք կանխարգելելու, հայտնաբերելու և բացահայտելու) համար:

Օրինակ՝ Երևանում ներկայումս տեղի ունեցած հանցագործությունների և մյուս հնարավոր իրավախախտումների հայտնաբերման ու բացահայտման ընթացքում ոստիկանությունը շատ հաճախ օգտվում է ավտոկայանատեղերը վերահսկող տեսախցիկներից: Այդ տեսախցիկների տեսագրություններին հետևելու ու դրանց համապատասխան հասանելիություն ապահովելու համար ամեն անգամ անհրաժեշտ է լինում համակարգը սպասարկող ընկերության աշխատակիցների թույլտվությունն ու ներկայությունը:

Դա, ըստ նախարարության, բարդացնում է գործընթացը՝ հանգեցնելով ժամանակի անտեղի վատնման, գործընթացի օպերատիվության խաթարման և վերջինիս ոչ իրավասու անձանց անհարկի մասնակցության՝ նպաստելով նրանց կողմից համապատասխան տեղեկատվության արտահոսքի ու դրանով պայմանավորված խոչընդոտների առաջացմանը, ինչն իր հերթին անհնարին է դարձնում կամ առնվազն դժվարացնում ու ձգձգում է համապատասխան դեպքերի «տաք հետքերով» հայտնաբերումն ու բացահայտումը: Խնդիրն առավել ընդգծվում է գիշերային ժամերին կամ ոչ աշխատանքային օրերին տեղի ունեցած հանցագործությունների դեպքում, երբ տեսախցիկները դիտելու համար ոստիկանները ստիպված են լինում սպասել աշխատանքային օրերին և ժամերին:

Հանրային քննարկման ներկայացված նախագծերի ընդունման արդյունքում ոստիկանությունն անհրաժեշտության դեպքում կկարողանա պահանջել և ստանալ վերոգրյալ տեսահսկման համակարգերի տեսագրությունները, ինչպես նաև կունենա հասանելիություն այդ համակարգերին՝ «Տեսալուսանկարահանող էլեկտրոնային համակարգերի կառավարման կենտրոն» ՊՈԱԿ-ի միջոցով՝ 24/7 ժամանակի ռեժիմով:
