ՏՄՊՊՀ-ն՝ ստախոս, փողեր լվացող

Երեւանի ավագանու «Բարեւ Երեւան» խմբակցության անդամ Անահիտ Բախշյանը պնդում է, որ Տնտեսական մրցակցության պաշտպանության հանձնաժողովի նախագահ Արտակ Շաբոյանը ստախոս է ու փողերի լվացմամբ է զբաղվում:
Մի քանի օր առաջ կառավարությունում բենզինի գների մասին Արտակ Շաբոյանի ներկայացրած հաշվետվությունից հետո վաստակաշատ մանկավարժը որոշել է ուսումնասիրել հանձնաժողովի կայքն ու ամբողջությամբ կարդալ կառավարությունում ներկայացրած հաշվետվությունը, վերջապես տեսնել, թե որքան հրապարակային ու թափանցիկ է աշխատում ՏՄՊՊՀ-ն:
Կայքի ուսումնասիրության ընթացքում Անահիտ Բախշյանը պարզել է, որ չնայած վստահեցմանը, թե «կայքը դարձել է առավել թափանցիկ, ավելացել են մի շարք ենթաբաժիններ, որոնք հանրությանը տրամադրում են առավել մանրամասն ու ամբողջական տեղեկատվություն Հանձնաժողովի գործունեության վերաբերյալ», ՏՄՊՊՀ-ի կայքն իրականում չի բավարարում տնտեսական մրցակցության վերաբերյալ քաղաքացիների սպասելիքները:
Կայքի «Նորություններ» էջում վերջին նորությունը տեղադրվել է 2015թ. հոկտեմբերի 10-ին, մամուլի վերջին հաղորդագրությունը տարածվել է 2015թ. նոյեմբերի 27-ին: Կայքի «Հակակոռուպցիոն միջոցառումներ» բաժինն իրականում գոյություն չունի: Երբ փորձում ես բացել այն, գրվում է՝ կայքը գտնվում է վերագործարկման փուլում, նույնը՝ բյուջեի, հիմնական ցուցանիշների, գնումների հայտարարագրի, գնումների պայմանագրերի բաժիններում:
«Տեղեկատվություն մենաշնորհ կամ գերիշխող դիրք ունեցող տնտեսվարող սուբյեկտներից» էջում վերջին տեղեկությունը դրված է 2013 թվականի դեկտեմբերի 19-ի ամսաթվով: ՄԱԿ-ի գնահատման 6-րդ համաժողովում Հայաստանի վերաբերյալ փորձագիտական գնահատման զեկույցի էջը ընդհանրապես չի բացվում: Կայքի կանոնակարգ էջը չի թարմացվել 2006 թվականից: Անահիտ Բախշյանը ուշադրություն է հրավիրում այն փաստի վրա, որ ՏՄՊՊՀ-ն Եվրամիության «Թվինինգ» ծրագրի կողմից 2011-2013թթ. 1 միլիոն 100 հազար եվրո է ստացել կայքը թափանցիկ ու հրապարակային դարձնելու համար: 1,1 միլիոն եվրո գումարի մեջ մաս է կազմել նոր կայքի ստեղծման համար ներդրումը, սակայն, որը, ըստ Բախշյանի, փոշիացվել է:
«Ստացվում է, որ գործ ունենք մի ստախոս կառույցի հետ, որին վստահում ենք Հայաստանի բիզնես միջավայրի առողջացո՞ւմը: Տեսնես Հայաստանում այդ ո՞ր կառույցն է վերահսկելու ու բացահայտելու այս հանձնաժողովի փոշիացումները՝ նախագահականի՞, թե՞՝ կառավարության»,- հարցադրում է անում Անահիտ Բախշյանը: Երեւանի ավագանու անդամի կարծիքով՝ ո´չ նախագահականի, ո´չ կառավարության վերահսկողության մարմնին չի հուզում այս հանձնաժողովի յուրացումները բացահայտելը, որովհետեւ Արտակ Շաբոյանը հլու-հնազանդ զեկուցում է այն, ինչ իրեն հանձնարարվում է այդ կառույցներից:
