Ռուսաստանի նախագահ Վլադիմիր Պուտինն օգոստոսի 15-ին հրամանագիր է ստորագրել, որը կարող է թույլ տալ օտարերկրյա ներդրողներին, այդ թվում՝ ԱՄՆ խոշորագույն նավթագազային ընկերություններից մեկին՝ Exxon Mobil-ին, վերադարձնել իրենց բաժնեմասերը «Սախալին-1» նախագծում: «Արմենպրես»-ի հաղորդմամբ՝ այս մասին հայտնում է Reuters գործակալությունը:
Ըստ հրապարակման՝ Պուտինը հրամանագիրը ստորագրել է Ալյասկայում ԱՄՆ նախագահ Դոնալդ Թրամփի հետ հանդիպումից առաջ, որի օրակարգում են եղել նաև երկու երկրների միջև ներդրումային և գործարար համագործակցության հնարավորությունները։
Նշվում է, որ Exxon-ը շահութաբեր նախագծում նախկինում ուներ օպերատորի 30% բաժնեմաս և միակ ոչ ռուս ներդրողն է, որը հրաժարվել է իր բաժնեմասից։
Աղբյուրի տեղեկատվությամբ՝ Թրամփը և նրա թիմը քննարկել են, թե ինչ պատժամիջոցներ կարող են արագ վերացնել բանակցություններում առաջընթացի դեպքում։
«Սախալին-1»-ը մինչ օրս ուղղակիորեն չի ներառվել ռուսական էներգետիկայի նկատմամբ ԱՄՆ-ի լայնածավալ պատժամիջոցների մեջ։
ՌԴ նախագահի հրամանագիրը սահմանում է, որ օտարերկրյա բաժնետերերը պետք է գործողություններ ձեռնարկեն արևմտյան պատժամիջոցների վերացմանն աջակցելու համար, եթե ցանկանում են վերականգնել իրենց բաժինը։
Նրանք պետք է նաև պայմանագրեր կնքեն նախագծի համար անհրաժեշտ արտասահմանյան արտադրության սարքավորումների մատակարարման համար և միջոցներ փոխանցեն «Սախալին-1» նախագծի հաշիվներին։
Exxon-ը 4.6 միլիարդ դոլարի արժեզրկման վճար ստացավ՝ իր ռուսական բիզնեսը լքելու համար, այն բանից հետո, երբ Մոսկվան զորքեր ուղարկեց Ուկրաինա 2022 թվականի փետրվարին։
Պուտինը 2024 թվականի դեկտեմբերին հրամանագիր էր ստորագրել, որով Exxon-ի չպահանջված բաժնեմասի վաճառքի ժամկետը երկարաձգվեց մինչև 2026 թվականը։
Ավելի վաղ՝ 2022 թվականի հոկտեմբերի հրամանագրով, «Ռոսնեֆտ»-ի դուստր ձեռնարկությունը սահմանվեց որպես նոր օպերատոր, ինչը թույլ տվեց Ռուսաստանի կառավարությանը որոշել «Սախալին-1»-ում օտարերկրյա ներդրողների սեփականության իրավունքները։
