«Հռչակագրերը պարտադիր իմպերատիվ ուժ չունեն․ դրանք առավելապես արտացոլում են կողմերի քաղաքական մտադրությունները և համարժեք չեն պայմանագրերին, որոնք ենթակա են ներպետական ընթացակարգերի հաստատմանը», – «Փաստի» հետ զրույցում նշեց քաղաքագետ, Դեմոկրատական այլընտրանք կուսակցության ղեկավար Սուրեն Սուրենյանցը։
Նրա խոսքով՝ հռչակագիրը գործելու է այնքան ժամանակ, քանի դեռ կողմերը պատրաստ են պահպանել բարի կամքը։ Սակայն այն փաստը, որ փաստաթուղթը ստորագրվել է համաշխարհային գերտերության ղեկավարի ներկայությամբ, նրան տալիս է լուրջ քաղաքական կշիռ, որը նաև որոշակիորեն կաշկանդում է Հայաստանին ու Ադրբեջանին։ «Միջազգային իրավունքը քաղաքական տրամաբանությունից դուրս չի գործում։ Ժամանակը ցույց կտա՝ որքանով է այս հռչակագիրը ունակ ունենալ իրական կիրառելիություն», – ընդգծեց քաղաքագետը։
Խոսելով «Զանգեզուրի միջանցքով» անցնող «Թրամփի երթուղու» մասին՝ Սուրենյանցը նշեց, որ տնտեսական հաշվարկները դեռևս բացակայում են․
«Չկա որևէ տնտեսագիտական գնահատում այդ ճանապարհի հնարավոր շահույթների մասին։ Իրականում այս նախագիծը ոչ այնքան տնտեսական, որքան աշխարհաքաղաքական բնույթ ունի, պարզապես ներառելով նաև տնտեսական բաղադրիչ»։
Քաղաքագետը մատնանշեց նաև հնարավոր վտանգները Հայաստանի արտաքին հարաբերությունների համար․ «Այս հռչակագիրը անպայման ազդեցություն կունենա հայ-իրանական և հայ-ռուսական հարաբերությունների որակի վրա։ Չի բացառվում, որ երկու երկրները դիմեն հակազդման քայլերի»։
Առանձին մտահոգություն է առաջացնում այն հանգամանքը, որ Զանգեզուրի միջանցքի հայկական հատվածը 99 տարով նախատեսվում է հանձնել ամերիկյան ընկերության շահագործման․
«Եթե ճանապարհի օգտագործման իրավունքը տալիս ես ԱՄՆ-ին կամ նրա հետ փոխկապակցված կառույցի, որը որոշելու է մուտքի, տարանցման և գնային քաղաքականության պայմանները, ապա դա ուղղակիորեն Հայաստանի Հանրապետության իրավազորության և ինքնիշխանության սահմանափակում է», – եզրափակեց Սուրեն Սուրենյանցը։
