Ադրբեջանից հնչող հայտարարությունները հակասում են հենց նախաստորագրված համաձայնագրի կետերին. ադրբեջանագետ

Վաշինգտոնյան հանդիպումից անմիջապես հետոն ես իմ գրառման մեջ նշել էի՝ Հայաստանը չի ազատվել Ալիևի երազանքների ցուցակից։ Այս մասին գրել է ադրբեջանագետ Տաթևիկ Հայրապետյանը:
«Դրան հաջորդող շրջանում թե՛ Ալիևը, թե՛ ադրբեջանցի այլ պաշտոնյաներ շարունակում են հայտարարություններ անել ՀՀ Սահմանադրության փոփոխության մասին։
Օրինակ, երեկ Ադրբեջանի իշխող ուժի պատգամավոր Հիքմեթ Բաբաօղլուն իր հարցազրույցի մեջ ասել է․ «Հայաստանի Սահմանադրության մեջ դեռևս մնում են տարածքային հավակնությունները Ադրբեջանի նկատմամբ։ Հետևաբար, արդեն այսօրվանից Հայաստանը պետք է սկսի նախապատրաստական աշխատանքներ՝ իր Սահմանադրությունում փոփոխություններ կատարելու համար։ Քանի որ առանց այս իրավաքաղաքական քայլի, խաղաղություն հնարավոր չէ։ Այսպիսով, եթե Հայաստանը հրաժարվի իր ստանձնած պարտավորություններից, ապա ԱՄՆ-ի առաջ ևս կդասվի որպես անվստահելի գործընկեր։ Իսկ նման բարդ պայմաններում, և հատկապես Թրամփի նման վճռական նախագահի միջնորդությամբ, դա հաստատ չի բխի Հայաստանի շահերից։ Այս գործընթացը ժամանակ է պահանջում, սակայն որքան երկարաձգվում է այն, այդքան ավելանում են խաղաղությանն ուղղված նոր ռիսկերն ու սպառնալիքները։ Սա կարող է հարցեր առաջացնել նաև Հայաստանի գոյության վերաբերյալ առհասարակ։ Այդ պատճառով անհրաժեշտ է անհապաղ ձևավորել հանրային կարծիք Հայաստանում, անցկացնել հանրաքվե և Սահմանադրությունից հանել տարածքային հավակնությունները Ադրբեջանի նկատմամբ։ Դա անհրաժեշտ նախապայման է ձեռք բերված համաձայնությունների իրականացումն ապահովելու և դրանց իրավական ուժ տալու համար։ Հակառակ դեպքում ժամանակը կսկսի աշխատել Հայաստանի դեմ»։
Ի գիտություն ասեմ՝ նախաստորագրված համաձայնագրի ՀՈԴՎԱԾ IV-ում գրված է․ «Կողմերը ձեռնպահ կմնան միմյանց ներքին գործերին միջամտելուց»։ Ավելին ՀՈԴՎԱԾ XII-ում գրված է․ «Կողմերն իրենց երկկողմ հարաբերություններում կառաջնորդվեն միջազգային իրավունքով և սույն Համաձայնագրով: Կողմերից ոչ մեկը չի կարող վկայակոչել իր ներպետական օրենսդրության դրույթները՝ որպես սույն Համաձայնագրի չկատարման հիմնավորում»:
Այսինքն՝ Ադրբեջանից հնչող հայտարարությունները հակասում են հենց նախաստորագրված համաձայնագրի կետերին։ Դա քիչ է, դեռ մի բան էլ սկսել եմ ամերիկյան կողմի անունը շահարկել այս համատեքստում։
Կարելի՞ էր արդյոք Վաշինգտոնում այնպես բանակցել, որ այս թեման առհասարակ դուրս գա օրակարգից և Ադրբեջանը իրեն թույլ չտար այլևս միջամտելու ՀՀ Սահմանադրության հարցին, ըստ իս՝ այո, կարելի էր, քանի որ Ադրբեջանը նման պահանջ ներկայացնելու որևէ իրավունք չունի։
Ուշագրավ է նաև հետևել, որ Ադրբեջանի պաշտոնյաները վաշինգտոնյան հանդիպումից հետո անգամ երկու օր չեն կարողանում զսպել իրենց և սպառնալիքներ չհնչեցնել Հայաստանի հասցեին։ Ի՞նչ է նշանակում, որ եթե Սահմանադրություն չփոխենք Ադրբեջանի պահանջով, ապա մեր պետության գոյությունը սպառնալիքի տակ է դրվում։ Որքանո՞վ է այս ամենը համահունչ Ալիևի՝ Թրամփի ներկայությամբ խաղացած «խաղաղության աղավնի» դերի հետ»,- գրել է նա:
