Իրանական կողմից վաշինգտոնյան պայմանավորվածություններին առնչվող բոլոր պաշտոնական մակարդակի հայտարարությունները պետք է դիտարկել ամբողջության մեջ, այլ ոչ թե առանձին հատվածներ համատեքստից կտրելով։ Այս մասին գրել է ԵՊՀ իրանագիտության ամբիոնի վարիչ, իրանագետ Վարդան Ոսկանյանը:
«Այս առումով, ակնհայտ է, որ իրանական կողմը նաև «հայտարարությունների դիվանագիտության» մակարդակում այս պահին աշխատում է հիմնական երկու ուղղությամբ.
Նախ՝ փորձել ամրագրել, որ Հայաստանի տարածքով ոչ մի միջանցք կոչեցյալ չի կարող ստեղծվել՝ ընդ որում, դա անելով նաև հենց Հայաստանի և Ադրբեջանի միջև վաշինգտոնյան պայմանավորվածությունների ընձեռած հնարավորությունների շրջանակներում։
Երկրորդը՝ Հայաստանի Սյունիքի մարզով անցնող հաղորդակցության որևէ ուղու վրա ամերիկյան հնարավոր ներկայության վերաբերյալ Իրանի առնվազն մտահոգության հստակ արձանագրումն է, ընդ որում, դիցուք, ԻԻՀ հոգևոր առաջնորդի միջազգային հարցերով խորհրդական Ալի Աքբար Վելայաթին ուղիղ տեքստով նշել է, որ իր երկիրը կխոչնդոտի դրան»,-գրել է Ոսկանյանը։
