Արդյունաբերությունը՝ որպես Վանաձորի և Հայաստանի զարգացման առանցք

Նարեկ Կարապետյանը՝ «Տաշիր» ընկերությունների խմբի առաջին փոխնախագահը, իր տեսաուղերձում ներկայացրել է տնտեսության վերակենդանացման ծրագիրը։
Անկում՝ թվերով
Նարեկ Կարապետյանի ներկայացրած պատկերը մտահոգիչ է․ Վանաձորի բնակչությունը Սովետական Միության փլուզումից ի վեր կրճատվել է գրեթե 2.5 անգամ։ Եթե 1980-ականներին քաղաքում ապրում էր շուրջ 160-170 հազար մարդ, ապա այսօր՝ ընդամենը 77 հազար։ Վերջին 7 տարում բնակչությունը կրկին նվազել է 5 տոկոսով, ինչը, ըստ Կարապետյանի, ուղղակի հետևանք է աշխատատեղերի բացակայության։
«Կա գործարան Վանաձորում՝ կա Վանաձորը։ Չկա գործարան՝ չկա Վանաձոր»,- ընդգծում է նա։
Իրականությունը՝ երեք գործարան
Ներկայումս Վանաձորում գործում են ընդամենը երեք խոշոր արտադրական միավորներ՝ «Գլորիա» կարի ֆաբրիկան՝ 2500 աշխատողով, «Իտեքս Տեքստիլը»՝ մոտ 1800 աշխատողով, և «Սարտոն»՝ 300 աշխատողով։ Կարապետյանը հիշեցնում է, որ «Գլորիայի» ղեկավարությունը ենթարկվել է քրեական հետապնդման, ինչը հարված է տնտեսության հանդեպ վստահությանը։
Առաջարկ՝ արդյունաբերականացման ուղի
Նարեկ Կարապետյանը շեշտում է, որ երկրի ապագան արդյունաբերականացման մեջ է։ Առաջարկվող մոդելը հենվում է հետևյալ սկզբունքի վրա․ ընտրվում է քաղաք, մշակվում է արդյունաբերական ծրագիր՝ հենված տեղական ռեսուրսների վրա։
Քիմպրոմի վերածնունդ
Խորհրդային շրջանում Քիմպրոմը արտադրում էր հազարավոր տոննա պարարտանյութ։ Այսօր Հայաստանը ներմուծում է 45,000 տոննա։ Առաջարկվում է վերագործարկել գործարանը՝ մասնավոր-պետական գործընկերությամբ։
Նավթամթերքների վերամշակման կոմբինատ
Հայաստանը տարեկան ներմուծում է մոտ կես միլիարդ դոլարի նավթամթերք։ Կարապետյանը առաջարկում է կառուցել բազմաֆունկցիոնալ կոմբինատ՝ Վանաձորում, որն արտադրի բենզին, դիզել, բիտում, կերոսին։
Ովքե՞ր կարող են իրականացնել
Կարապետյանը պնդում է, որ արդյունաբերական ծրագրերը չեն կարող իրականացնել այն մարդիկ, ովքեր չունեն գործարաններ կառուցելու փորձ։ Նրա խոսքով՝ պետք է ապաքաղաքական, պրոֆեսիոնալ կառավարում՝ հենված իրական արդյունքների վրա։
Վանաձորի զարգացման ծրագիրը, ըստ Կարապետյանի, երազանք չէ։ Խոսքը հստակ քարտեզի մասին է՝ կառուցված պրագմատիզմի և նպատակային կառավարման վրա։
