2000 տոննան գերազանցող լոլիկի մթերումներ իրականացնող ընկերություններին պետությունն աջակցություն կտրամադրի. ո՞ր արտադրողներին բաժին կհասնի 150 մլն դրամը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «2025 թվականի լոլիկի մթերումների գործընթացի կազմակերպման միջոցառումը հաստատելու մասին» նախագիծը։ Առաջարկվում է 2025 թվականի լոլիկի մթերումների գործընթացի կազմակերպման համար տոմատի մածուկի արտադրության նպատակով լոլիկի մթերումներ իրականացնող տնտեսվարող սուբյեկտներին տրամադրել աջակցություն հետևյալ պայմաններով՝ մինչև 2000 տոննան ներառյալ լոլիկի մթերումներ իրականացնող տնտեսվարող սուբյեկտներին աջակցություն չի տրամադրվում, 2000 տոննան գերազանցող մթերված լոլիկի յուրաքանչյուր 1 կիլոգրամի դիմաց տրամադրվում է 10 դրամի չափով սուբսիդավորում։

Աջակցության տրամադրման 2000 տոննան գերազանցող շեմը որոշվել է այն տրամաբանությամբ, որ հանրապետությունում գործում են բանջարեղենային պահածոներ արտադրող շուրջ 30 տնտեսվարողներ, որոնք մինչև 2000 տոննայի չափով լոլիկի մթերումներ են իրականացնում ոչ թե տոմատի մածուկ, այլ տոմատի հյութ կամ լոլիկ պարունակող այլ պահածոներ արտադրելու նպատակով։ Նշվում է, որ նախագծի ընդունման դեպքում տեղական արտադրության տոմատի մածուկի ինքնարժեքը կմոտենա ներմուծվողի մաքսային արժեքին, զգալիորեն կավելանա մրցունակության մակարդակը, որի արդյունքում լրացուցիչ կմթերվի շուրջ 7 հազար տոննա լոլիկ և կլուծվի ընթացիկ տարվա լոլիկի մթերումների կազմակերպման գործընթացում առկա խնդիրը։

Ըստ էկոնոմիկայի նախարարի հետ ոլորտի տնտեսվարողների ներկայացուցիչների մասնակցությամբ կայացած քննարկման արդյունքների, ինչպես նաև նրանց կողմից ներկայացված՝ տոմատի արտադրության նպատակով մթերման կանխատեսվող ծավալների և աջակցության տրամադրման դեպքում ակնկալվող մթերումների լրացուցիչ ծավալների մասին տեղեկատվության, աջակցության տրամադրման դեպքում տոմատի արտադրության նպատակով կմթերվի շուրջ 19 հազար տոննա լոլիկ, իսկ ցուցաբերվող աջակցության չափը կկազմի շուրջ 150 մլն դրամ, որից շուրջ 120 մլն դրամը բա ժին կհասնի «Արտաշատի պահածոների գործարան» ԲԲԸ-ին, իսկ 30 մլն դրամը՝ «ՄԱՊ» ՓԲԸ-ին։

Աջակցության տրամադրման դեպքում տոմատի մածուկի արտադրության նպատակով «ՄԱՊ» ՓԲԸ-ն պլանավորած 3 հազար տոննայի փոխարեն կմթերի մոտ 5 հազար, իսկ «Արտաշատի պահածոների գործարան» ԲԲԸ-ն՝ 9 հազար տոննայի փոխարեն՝ մոտ 14 հազար տոննա։

Միջոցառման իրականացման արդյունքում պետական բյուջեից լրացուցիչ ֆինանսական միջոցների տրամադրման անհրաժեշտությունը բացակայում է, իսկ առաջացող ֆինանսական պարտավորությունները նախատեսվում է իրականացնել էկոնոմիկայի նախարարության կողմից իրականացվող պետական աջակցության ծրագրերի շրջանակներում հատկացված ֆինանսական միջոցների հաշվին՝ կատարելով համապատասխան վերաբաշխումներ։
