«Փաստ» օրաթերթը գրում է.
Վարչապետի պաշտոնը զբաղեցնող անձը ձգտում է ամբողջովին միայն ու միայն իրեն ենթարկել ամբողջ կառավարման համակարգը, և դա ստացվում է: Այս մասին «Փաստի» հետ զրույցում ասել է ՀՀ Մարդու իրավունքների նախկին պաշտպան Լարիսա Ալավերդյանը՝ հավելելով. «Այդ անձնավորությունն ամբողջովին ձգտում է միապետական կարգեր հաստատել՝ շնորհիվ ոչ թե օրենքին, իրավունքին և Սահմանադրությանը ենթարկվող, այլ այն հլու-հնազանդ իր հանձնարարությունները կատարող մարմինների անդամների»:
Ալավերդյանը գործարար, բարերար Սամվել Կարապետյանի նկատմամբ իրականացվող գործողությունները որակում է ոչ միայն քաղաքական հետապնդում, այլև ինքնիրավչության ամենագռեհիկ դրսևորում։ Նա ընդգծում է, որ Սամվել Կարապետյանի նկատմամբ գործողություններով գործող իշխանությունը ցույց է տալիս, որ պատրաստ է հետապնդել ցանկացած այլախոհի։
«Ես դատապարտում եմ այդ մեթոդը, Սամվել Կարապետյանի հանդեպ գործողությունները, որովհետև դրանով նա ապացուցեց, որ հետապնդելու է ցանկացած այլախոհի, ինչպես նա և հստակ հայտարարեց հակաքրիստոնեական արշավի մասին»,– ասել է Մարդու իրավունքների նախկին պաշտպանը։
Ըստ Ալավերդյանի, Նիկոլ Փաշինյանի գլխավորած վարչակազմը որևէ աղերս չունի ժողովրդավարության հետ։ «Նիկոլ Փաշինյանի ղեկավարած իշխանությունը ոչ թե դեմոկրատական է, այլ ամբոխավարական, ընդ որում՝ ամենացինիկ դրսևորմամբ»,– նշել է նախկին պաշտպանը։
Ինչ վերաբերում է Կարապետյանի կալանավորման ու ՀԷՑ-ի հետ կապված հնարավոր հետևանքներին ու մասնավորաբար հավանական ազդեցությանը ներդրումային միջավայրին, ապա Ալավերդյանը համոզված է, որ ամենազգայուն ազդանշանը ներդրողների համար ոչ թե Ստոկհոլմի արբիտրաժի որոշումն է, այլ այն, ինչ դրան նախորդել է՝ վարչապետի պաշտոնը զբաղեցնողի կամայական և անպատասխանատու վարքագիծը։
«Նիկոլ Փաշինյանի որոշումները կարող են ուղղակիորեն արտասահմանյան ներդրումների նվազման պատճառ դառնալ,– ընդգծել է նա՝ նշելով, որ ստեղծված իրավիճակից դուրս գալու միակ ճանապարհը գործող իշխանության հրաժարականն է։ «Այս իշխանությունների միակ անելիքը օր առաջ հրաժարական տալն է»,– կարծում է Լարիսա Ալավերդյանը:
