Գյուղատնտեսության ոլորտը կանգնած է լուրջ համակարգային ճգնաժամի առջև։ Այս մասին NEWS.am-ի թղթակցի հետ զրույցում ասաց գյուղատնտեսության նախկին փոխնախարար Աշոտ Հարությունյանը։
«Մենք ասել ենք, որ ջերմոցային տնտեսության զարգացման քաղաքականությունը դրված է սխալ հիմքերի վրա, բայց նրանք մեզ չլսեցին, և այսօր ջերմոցների սեփականատերերը վնասներ են կրում։
Անասնապահության առումով կոչ արեցինք խելացի գոմեր չներդնել և դրա համար գումար չհատկացնել։ Մեզ չլսեցին, և այսօր տեսնում ենք, որ խնդիրը սաստկացել է, իսկ անասնագլխաքանակը ՝ կրճատվել։
Ներկայում դրա կարիքն ունեցող գյուղացիների համար 0%-անոց վարկավորման համակարգ գոյություն չունի։
Կոչ արեցինք հակակարկտային կայանների կենտրոնացված համակարգ ստեղծել, որպեսզի գյուղացիները կարողանան մշակել իրենց հողերն առանց ռիսկերի և չհրաժարվել այդ գործունեությունից, սակայն գումարը ծախսվեց ինչի վրա ասես, բայց ոչ այդ ուղղությամբ։ Դա հանգեցրեց նրան, որ հողերը չեն մշակվում, իսկ մշակվող հողատարածքների մակերեսները գնալով կրճատվում են։
Կոչ արեցինք մշակաբույսերի ապահովագրության համակարգ չներդնել այնպես, ինչպես ներդրվեց։ Բայց մեզ չլսեցին, և ծրագիրն անցյալ տարի գրեթե ամբողջությամբ կասեցվեց, իսկ այս տարի այն ներդրվեց մասամբ, և այն էլ՝ խնդիրներով լի։
Ներմուծման, ներառյալ՝ լոգիստիկային առնչվող խնդիրները ևս չեն լուծվել։
Իշխանություններն աստիճանաբար գյուղատնտեսությունը տանում են ոչնչացման։ Նրանք սխալ կադրային քաղաքականություն են որդեգրել։ Միակ բանը, որ նրանք արեցին, չմշակվող հողերի քանակը կրճատելն էր՝ այն Ադրբեջանին հանձնելով։
Համակարգային խնդիրները չեն լուծվել, արտադրության ցուցանիշների, ֆինանսների, մշակովի հողատարածքների, անասնագլխաքանակի առումով ոլորտն ամբողջությամբ ոչնչացվել է, իրացումը ևս կազմակերպված չէ։ Գյուղացիների արտադրանքը գին չունեն։
Արդեն մի քանի ամիս է, ինչ ասում ենք՝ ԵԱՏՄ-ն Հայաստանի համար կենսական նշանակություն ունի, որպեսզի նրա տնտեսությունն, ներառյալ՝ գյուղատնտեսությունը, կարողանա գոյատևել։ Սակայն ԵՄ-ի հետ հարաբերությունների խորացման կողմնակից իշխանությունները չլսեցին մեզ և սխալ քաղաքական վեկտոր ընտրեցին։ Հիմա նրանք հնձում են այն, ինչ ցանել են։ Նման պայմաններում, Հայաստանի իշխանությունները մի՞թե սպասում էին, որ վերանոշյալ քայլերից հետո Ռուսաստանն իրենց աղ ու հացով է դիմավորելու»,- նշեց փորձագետը։
