Ադրբեջանի նախագահի օգնական Հիքմեթ Հաջիևն այսօր արել է մի շարք հայտարարություններ, որոնք թեպետ Նիկոլ Փաշինյանի կողմից կարող են հրամցվել որպես ձեռբերումներ ու հաղթանակներ, բայց խորքային առումով հաստատում են մեր պարտությունների շղթան, ավելին՝ այդ հայտարարություններում առկա են նաև թաքնված սպառնալիքներ ու ականներ, որոնք ցանկացած պահի կարող են կա՛մ «պայթեցնել» խաղաղություն կոչված գործընթացը, կա՛մ Հայաստանը տասնյակ տարիներով դարձնել Ադրբեջանի պարտապանը։

«Ներկայումս Հայաստանի ու Ադրբեջանի միջև էսկալացիայի հիմքեր չկան ու խաղաղության պայմանագրի ստորագրումը շատ մոտ է իրականություն դառնալուն, թեպետ դեռևս կան վիճելի հարցեր»,- մասնավորապես հայտարարել է Հաջիևը։ Եթե նրա հայտարարությունը համեմատենք Հայաստանի իշխանությունների հայտարարության հետ, ըստ որի, հենց այսօր էլ կարող է Հայաստանի ու Ադրբեջանի միջև կնքվել խաղաղության համաձայնագիրը, ապա պարզ է դառնում, որ այն չի կնքվի այնքան ժամանակ, մինչև այդ վիճելի հարցերը չհամաձայնեցվեն։ Եվ որո՞նք են այդ վիճելի հարցերը, բնականաբար որևէ պարզաբանում այդ առումով չի տրվում, ու շատ հավանական է, որ դրանք դասվում են այն խոստումների շարքում, որոնք Փաշինյանն Ալիևին տալիս է բանավոր կերպով։ Չի բացառվում նաև, որ դրանք Ալիևը Փաշինյանի կողմից ստացել է հենց Աբու Դաբիում, որովհետև մինչ այդ Հայաստանը համաձայնվել էր կատարել Ադրբեջանի բոլոր պահանջները, բնականաբար մանիպուլացնելով ու ներկայացնելով որպես ներքին օրակարգ ու ՀՀ շահերից բխող հարցեր։

Հաջիևի այն ձևակերպումը, որ այսօր էսկալացիայի հիմքեր չկան, լավագույնս ցույց է տալիս, որ մինչ այդ եղած Բաքվի բոլոր պահանջները բավարարված են։ Սակայն այսօր էսկալացիայի հիմքեր չլինելը դեռևս չի նշանակում, որ դրանք չեն լինի վաղը։ Թե որքանով դրա ռիսկերը կնվազեն կամ կաճեն, կախված են հենց այդ վիճելի հարցերից։

Շատ վտանգավոր է նաև Հաջիևի մյուս ձևակերպումը, որ Ադրբեջանն ու Հայաստանը ներկա փուլում չեն քննարկում Երևանի կողմից հատուցումների վճարման հարցը։

Հայաստանի իշխանությունները երբեք հստակ չեն անդրադարձել այս թեմային, միայն որոշ մեծաբերան ՔՊ-ականներ ժամանակ առ ժամանակ «Արցախը Հայաստան է ու վերջ» կամ «Երբեք միջանցք չի լինելու» տրամաբանությամբ հոխորտացել են, որ նման բան գոյություն չունի։

Այնինչ հատուցման թեման գոյություն ունի ոչ միայն տեսականորեն, այլև առկա է հենց բանակցությունների օրակարգում, ինչը պաշտոնապես հաստատվում է Բաքվի կողմից։ Իսկ թե ինչպես է Հայաստանի փոխհատուցելու, դա արդեն տեղավորված է մեզ սպասվելիք նոր աղետների շրջանակներում։ Կա՛մ հատուցումը կլինի նոր տարածքային զիջումների տեսքով, կա՛մ մենք դառնում ենք Ադրբեջանի պարտապանը։ Սա ահա այն նոր ողբերգությունն է, որ փաշինյանական իշխանությունը փորձում էր խնամքով թաքցնել հայ ժողովրդից։
