Փաշինյանը ՔՊ-ականացնում է ՀԷՑ-ը. Արբիտրաժի որոշումը չեն կատարելու

Հայաստանի գործող իշխանություններն այժմ էլ պատճառներ և հնարավորություններ են փնտրում «Հայաստանի էլեկտրական ցանցերի» պետականացման դեմ Ստոկհոլմի արբիտրաժային դատարանի կայացրած որոշումը չկատարելու համար։ Նշենք, որ Ստոկհոլմի արբիտրաժային ինստիտուտը Հայաստանի Հանրապետությունից պահանջել է ձեռնպահ մնալ շաբաթներ առաջ փոխված օրենքներով սահմանված դրույթների կիրառումից ու «ընկերության բռնագրավման հետագա քայլերից»։
Այժմ Հայաստանի արդարադատության նախարարությունը և անձամբ նախարար Սրբուհի Գալյանը մեթոդներ են փնտրում, թե ինչպես կարող են չկատարել դատարանի որոշումը կամ էլ այն բողոքարկել՝ իբր դատավորը գերազանցել է իր լիազորությունները։
Գալյանը երեկ հայտարարել է, թե արբիտրաժային որոշումը պարտադիր կատարելու համար հայցորդ կողմը պետք է համապատասխան դիմում ներկայացնի հայաստանյան դատարան, որի վերաբերյալ որոշումից հետո միայն այն պարտադիր կատարման ենթակա կլինի։ Ըստ Գալյանի՝ Ստոկհոլմի արբիտրաժի որոշմանը կարող են չենթարկվել։ «Ներպետական օրենսդրությամբ և ոչ միայն, նաև միջազգային կոնվենցիայով կա հնարավորություն այդ որոշումը չկատարելու, եթե դա հակասում է հանրային կարգին», - նշել է նախարար Սրբուհի Գալյանը:
Իսկ մինչ այդ Հայաստանի գործող իշխանությունները մեծ թափով անցել են «Հայաստանի էլեկտրական ցանցերում» տեղավորվելու և այն քպականացնելու գործին։ Մասնավորապես, մի ամբողջ շարք իշխանության ներկայացուցիչներ՝ քպականներ, նշանակվել են տնօրենի տեղակալներ, իսկ Սամվել Կարապետյանի կադրերին հեռացնում են ՀԷՑ-ից։ Իհարկե, այս ամենը ներկայացում է որպես ՀԷՑ-ում չարաշահումները և միտումնավոր անջատումները կանխելու միջոց, բայց իրականում խորհրդարանական ընտրություններին ընդառաջ գործող իշխանությունները նաև «Հայաստանի էլեկտրական ցանցերի» ռեսուրսն են ցանկանում իրենցով անել։
Ի հաշիվ երկրի հեղինակության ու վարկի ներդրումային իրավիճակի վատթարացման, փաշինյանական իշխանությունը պատրաստ է ցանկացած ապօրինության, միայն թե մի քանի 1000-ով ավելացնի իր քվեների թիվը։
