Fitch Ratings-ը հաստատել է Հայաստանի վարկանիշը «BB-» մակարդակում՝ պահպանելով «կայուն» հեռանկարը

Fitch Ratings միջազգային վարկանիշային գործակալությունը հաստատել է Հայաստանի արտարժույթով երկարաժամկետ թողարկողի դեֆոլտի վարկանիշը (Issuer Default Rating – IDR) «BB-» մակարդակում՝ «կայուն» կանխատեսմամբ։ «Արմենպրես»-ի հաղորդմամբ՝ Հայաստանի տնտեսության աճը, ֆինանսական ծառայությունների և շինարարության ոլորտների բարձր ակտիվությունը նպաստում են մեկ շնչին ընկնող եկամտի բարձրացմանը։ 2025 թ․ առաջին եռամսյակում ՀՆԱ-ի աճը կազմել է 5.2%, իսկ միջին աճի կանխատեսումը մինչև 2027 թվականը պահպանվում է 4.7%-ի սահմանում։

2024-ին նախատեսվածից փոքր պակասուրդից հետո Հայաստանը թուլացրել է բյուջետային քաղաքականությունը՝ հաշվի առնելով Լեռնային Ղարաբաղից տեղահանվածների պաշտպանության և վերականգնման ծախսերը։ Նախատեսվում է, որ 2025-ին բյուջեի պակասուրդը կաճի մինչև ՀՆԱ-ի 5.4%-ը, իսկ 2026-27 թվականներին կկազմի միջինը 4.4%։ Ըստ կառավարության ծրագրի՝ մինչև 2030 թվականը պակասուրդը կկրճատվի մինչև 1%, սակայն Fitch-ը դա համարում է լավատեսական։

Fitch-ը կանխատեսում է, որ համախառն պետական պարտքի հարաբերակցությունը ՀՆԱ-ին 2024-ի 48%-ից 2025-ին կհասնի 51.3%-ի։ Մինչև 2027 թվականը այն կարող է հասնել 54.2%-ի՝ համընկնելով «BB» վարկանիշ ունեցող երկրների միջին մակարդակին։ Նշվում է նաև պարտքի կառուցվածքում արտարժույթով պարտքի զգալի բաժինը՝ շուրջ 50% (2025 թ․ մայիսին)։ Սակայն վերաֆինանսավորման ռիսկերը մեղմվում են՝ հաշվի առնելով բազմակողմ վարկատուների մասնաբաժնի բարձրությունը (շուրջ 80% արտաքին պարտքից)։

2024-ին Ռուսաստանից Հայաստանով ԱՄԷ ոսկու վերաարտահանման կտրուկ աճը՝ որպես ժամանակավոր գործոն, այլևս չկա։ 2025-ի առաջին 4 ամիսներին արտահանումը և ներմուծումը համապատասխանաբար նվազել են 60%–ով և 50%–ով։ Fitch-ը կանխատեսում է, որ ընթացիկ հաշվի դեֆիցիտը 2025-ին կաճի մինչև ՀՆԱ-ի 4.6%-ը, այնուհետև 2026-27-ին միջինը կնվազի մինչև 4.4%, ինչը կրկին բարձր է «BB» երկրների 2%-անոց միջինից։

2025-ի հունիսին Հայաստանի միջազգային պահուստները կազմել են 4 մլրդ ԱՄՆ դոլար՝ աճելով 12%-ով՝ 2024-ի վերջի համեմատ։ Սա համապատասխանում է 3.7 ամսվա արտաքին վճարումների ծածկույթի։ Fitch-ը կանխատեսում է, որ պահուստները 2027-ի վերջում կնվազեն մինչև տարեկան 2.9 ամսվա ծածկույթ՝ «BB» միջինի ներքևում՝ 4.8 ամսվա նկատմամբ։ Նշվում է նաև արտաքին պարտքի բարձր մակարդակը՝ զուտ արտաքին պարտքը կկազմի ՀՆԱ-ի միջինը 28.4 % 2025-2027 թվականներին։

2025-ի առաջին կիսամյակում գնաճը կազմել է 3.3%՝ համընկնելով ԿԲ-ի թիրախային միջակայքին։ Դրամավարկային քաղաքականության շրջանակում տոկոսադրույքները նվազեցվել են 225 բազիսային կետով՝ մինչև 6.75%։ Դոլարիզացիան մնում է բարձր՝ 2025-ի մայիսին ավանդների 47.6%–ը և վարկերի 32%–ը դոլարով է։ Սակայն այս ցուցանիշները զգալիորեն նվազել են 2014-ի թվականի համեմատ, որը կազմում էր 72% և 66% համապատասխանաբար։

Հայաստանն ունի «5» գնահատական՝ քաղաքական կայունության և մարդու իրավունքների պահպանման համար, ինչպես նաև «5+»՝ օրենքի գերակայության, կառավարման որակի և կոռուպցիայի վերահսկման համար։
