Ճգնաժամերի կուտակումը մեծացրել է էսկալացիայի և լայնածավալ ապակայունացնող գործոնների առաջացման հավանականությունը։ Այս մասին ասվում է Ֆրանսիայի ռազմավարական տեսության մեջ, որը սահմանում է երկրի ազգային անվտանգության առաջնահերթությունները մինչև 2030 թվականը։
«Պատերազմներն Ուկրաինայում և Մերձավոր Արևելքում ավելանում են ճգնաժամերի այլ հատվող և միահյուսվող օջախներին՝ Հարավային Կովկաս (Հայաստան, Ադրբեջան), Ասիա (Թայվանի նեղուց, Կորեական թերակղզի, Հարավչինական ծով, Մյանմար), Աֆրիկա (Մեծ լճեր, Դարֆուր, Սահել, Աֆրիկյան եղջյուր)։
Ֆրանսիան կաջակցի ԵՄ-ի պաշտպանական հարաբերությունների ամրապնդմանը Հարավային Կովկասի և Բալկանների երկրների, հատկապես ԵՄ անդամակցության թեկնածուների, ինչպես նաև Աֆրիկայի, Մերձավոր Արևելքի և Հնդկախաղաղօվկիանոսյան տարածաշրջանի երկրների հետ։
Վերջին երկու տարիների ընթացքում բազմաթիվ զեկույցներ են հրապարակվել «Բաքվի նախաձեռնող խմբի»՝ ադրբեջանական պետական քարոզչական մարմնի մասին՝ հանրային իրազեկվածությունը բարձրացնելու և կեղծ հայտարարությունները հերքելու նպատակով»,- նշված է տեսության մեջ։
