Բելգիայի Ներկայացուցիչների պալատը լիագումար նիստում Ադրբեջանին դատապարտող բանաձև է ընդունել

Բելգիայի Ներկայացուցիչների պալատը հուլիսի 18-ի լիագումար նիստի ընթացքում բանաձև ընդունեց ՝ դատապարտելով Ադրբեջանի կողմից արցախահայության դեմ իրականացված ռազմական հարձակումը, միջազգային իրավունքի խախտումները։
Բանաձևն ընդունվեց միաձայն։
Բրյուսելում «Արմենպրես»-ի թղթակցի փոխանցմամբ՝ ընդունված բանաձևում նշվում է, որ Ադրբեջանի գործողությունները Լեռնային Ղարաբաղի ու դրա հայ բնակչության դեմ հակասում են միջազգային իրավունքի հիմնարար նորմերին։ Բելգիայի օրենսդիր մարմինը ընդգծել է, որ տարածաշրջանում կայուն և երկարաժամկետ խաղաղությունը հնարավոր է միայն այն դեպքում, երբ փոխադարձաբար հարգվի Հայաստանի և Ադրբեջանի տարածքային ամբողջականությունը։ Բանաձևը հստակորեն դատապարտել է Ադրբեջանի իշխանությունների՝ «Արևմտյան Ադրբեջան» խոսույթի համատեքստում հնչող սպառնալիքներն ու հռետորաբանությունը։
Բանաձևում անդրադարձ կա նաև Բաքվի կողմից Լեռնային Ղարաբաղի նախկին ղեկավարների ապօրինի պահմանն ու անհասկանալի դատավարություններին։ Խստորեն դատապարտելով Ադրբեջանի այս քաղաքականությունը՝ վերջինին կոչ է արվում ազատ արձակել բոլոր հայ գերիներին և երաշխավորել արդար դատավարություն։
Ներկայացուցիչների պալատը Ադրբեջանից պահանջում է ապահովել Լեռնային Ղարաբաղի մշակութային և կրոնական ժառանգության պահպանումը և կոչ է անում թույլատրել ՅՈՒՆԵՍԿՕ-ի առաքելությանը մուտք գործել տարածք՝ վնասների գնահատման նպատակով։
Բանաձևը ողջունում է խաղաղության պայմանագրի նախաձեռնությունը և ընդգծում դրա ստորագրման հրատապությունը։ Կոչ է արվում բոլոր կողմերին հարգել այդ պայմանագրի դրույթները։
Ներկայացուցիչների պալատը Բելգիայի կառավարությանը հորդորում է աջակցել ռազմական հանցագործությունների միջազգային հետաքննությանը, ընդլայնել Բելգիայի հյուպատոսական ներկայությունը Հայաստանում, խորացնել մարդասիրական և ռազմական համագործակցությունը պաշտոնական Երևանի հետ։
Ընդունված բանաձևով ԵՄ-ին ևս կոչ է արվում կիրառել թիրախային պատժամիջոցներ մարդու իրավունքներ խախտողների նկատմամբ, ընդլայնել ԵՄ դիտորդական առաքելությունը Հայաստանում, վերանայել ԵՄ-Ադրբեջան հարաբերությունները, եթե Բաքուն չցուցաբերի իրական պատրաստակամություն խաղաղության հասնելու ուղղությամբ։
Բանաձևի համահեղինակ, Բելգիայի Ներկայացուցիչների պալատի պատգամավոր Միշել դը Մաեգդը Բրյուսելում «Արմենպրես»-ի հետ զրույցում, խոսելով բանաձևի կարևորության մասին, նշել է, որ մի կողմից կա Ադրբեջանը, որն անընդհատ նոր նախապայմաններ է առաջ քաշում խաղաղության համար, մյուս կողմից կա Հայաստանը, որը բաց է երկխոսության համար և պահանջում է միայն մեկ բան՝ հարգել իր ինքնիշխանությունը։
«Մենք պետք է մնանք օրենքի և արդարության կողմում։ Բելգիան պետք է շարունակի աջակցել Հայաստանին և ավելի խորացնի իր համագործակցությունը նրա հետ։ Այս տեքստի քվեարկությունն այս գործընթացում կարևոր փուլ է, մեր երկու ժողովուրդների միջև բարեկամության ևս մեկ ապացույց»,- ասել է Մաեգդը։
