Ամերիկյան առաջարկը միակն քննարկվող տարբերակն է

Հայաստանի վարչապետի պաշտոնը զբաղեցնող Նիկոլ Փաշինյանը երեկ հաստատել է, որ տարածաշրջանային ապաշրջափակման հիմնական քննարկվող տարբերակն ամերիկյան առաջարկն է, թեպետ որևէ մանրամասն չի հայտնել այդ առաջարկի վերաբերյալ։ Ընդ որում, պարզվում է, որ ամերիկյան կողմն այս առաջարկն արել է դեռևս մայիս ամսին ու մինչ օրս հայկական կողմը քննարկումներ է իրականացնում։ Ո՛չ Հայաստանը, ո՛չ էլ Ադրբեջանը, դրա վերաբերյալ տեղեկություններ չեն հայտնել, մինչև որ «Կարնեգի» կենտրոնը ինֆորմացիոն արտահոսք իրականացրեց՝ տեղեկությունը հասցնելով լայն զանգվածներին։
Օրեր առաջ էլ Թուրքիայում ԱՄՆ ադեսպան Թոմ Բարակը հայտարարել էր, թե Միացյալ Նահանգներն առաջիկա 100 տարվա համար առաջարկում է վարձակալել Հայաստանի այն հատվածը, որը Ադրբեջանի արևելյան շրջանները կապում է Նախիջևանին։ Ու թեպետ պաշտոնական Երևանը շտապեց հերքել Թոմ Բարակի հայտարարությունը, բայց Փաշինյանի երեկվա ասուլիսում արած հայտարարություններից ակնհայտ դարձավ, որ առանց առանձնապես մեծ բան չի փոխվել։ Ընդամենը Փաշինյանը փորձում էր պնդել, թե ապաշրջափակման հարցով ցանկացած քննարկում լինելու է Հայաստանի ինքնիշխանության, տարածքային ամբողջականության և իրավազորության սկզբունքներին համապատասխան։ Պնդում էր, թե ճանապարհի արտապատվիրակման դեպքում չի խախտվելու Հայաստանի ինքնիշխանությունը՝ ընդհուպ օրինակներ բերում «Հարավկովկասյան երկաթուղու», «Զվարթնոց» օդանավակայանի վերաբերյալ, որոնք թեև կառավարման են հանձնված, բայց Հայաստանի սեփականությունն են։
Ու, առայժմ, դեռ առաջարկի հստակ մանրամասներին տեղյակ չլինելով, հնարավոր չէ լայն և խորքային վերլուծություններ անել, բայց այն, որ ամերիկյան կամ այլ աղբյուրներից տեղեկատվական արտահոսքերի պայմաններում Հայաստանի իշխանությունն իրեն պահում է վախվորած երեխայի պես, նույնիսկ հերքումները չի կարողանում ողջամիտ ձևով ներկայացնել, վկայում է, որ այս գործընթացը ոչ թե ամրապնդելու է Հայաստանի ինքնիշխանությունը, այլ, ընդհակառակը, նոր հարված է լինելու Հայաստանի պետության ժողովրդին։
