Հայաստանը տարածաշրջանային ենթակառուցվածքների ապաշրջափակման հարցը քննարկում է բացառապես ՀՀ ինքնիշխանության, տարածքային ամբողջականության և իրավազորության համատեքստում. Հայաստանը չի քննարկել և չի քննարկում որևէ երրորդ կողմի սեփական ինքնիշխան տարածքի նկատմամբ վերահսկողությունն արտապատվիրակելը: «Արմենպրես»-ի հարցերին ի պատասխան՝ այս մասին ասել է ՀՀ վարչապետի մամուլի խոսնակ Նազելի Բաղդասարյանը:  

Հարց. Թուրքիայում ԱՄՆ դեսպանը խոսելով տարածաշրջանային տրանսպորտային ենթակառուցվածքների ապաշրջափակման մասին, խոսել է ՀՀ ինքնիշխան տարածքի մի հատվածը ԱՄՆ կողմից վարձակալելու հնարավորության մասին, որտեղով ըստ դեսպանի կիրականացվի «Զանգեզուրի միջանցքը»։ Ինչպե՞ս կմեկնաբանեք այս հայտարարությունը։ 

Պատասխան. Ձեր նշած անվանաբանությունը Հայաստանի Հանրապետության համար ընդունելի չէ։ Նաեւ՝ բազմիցս ասել ենք, որ Հայաստանը տարածաշրջանային ենթակառուցվածքների ապաշրջափակման հարցը քննարկում է բացառապես ՀՀ ինքնիշխանության, տարածքային ամբողջականության և իրավազորության համատեքստում: Որևէ այլ տրամաբանություն մենք չենք կարող քննարկել: Ինչ վերաբերվում է հողի վարձակալությանը` ՀՀ օրենսդրությամբ նման ինստիտուտ գոյություն ունի միայն գյուղատնտեսական նշանակության հողերի համար, որոնց վրա գյուղատնտեսական գործունեություն է ծավալվում։ Հետեւաբար ԱՄՆ դեսպանի նշած տարբերակը հնարավոր չէ։ 

Հարց. Իսկ գուցե ԱՄՆ դեսպանը նկատի է ունեցել ճանապարհի վերահսկողության արտապատվիրակո՞ւմը։ 

Պատասխան. ՀՀ-ն չի քննարկել և չի քննարկում որևէ երրորդ կողմի սեփական ինքնիշխան տարածքի նկատմամբ վերահսկողությունն արտապատվիրակելը: ՀՀ տարածքի որեւէ հատված չի կարող լինել ՀՀ տարածքային ամբողջականությունից, ինքնիշխանությունից, իրավազորությունից դուրս։
