«Փաստ» օրաթերթը գրում է.
Ֆիզիկական անձանց եկամուտների համընդհանուր հայտարարագրման համակարգի երկրորդ փուլի շրջանակում 2024 թվականի հաշվետու տարվա համար քաղաքացիները հայտարարագիր պետք է ներկայացնեին մինչև 2025 թվականի մայիսի 1-ը: Սակայն կառավարությունն, ի վերջո, որոշեց երկարաձգել ժամկետը՝ մինչև նոյեմբերի 1-ը:
Ճիշտ է, պաշտոնական պատճառաբանությունն այն էր, որ ID քարտերի ստացման հետ կապված խնդիրներ կան, մասնավորաբար հերթեր են գոյանում, այդուամենայնիվ, մասնագետները կարծում են, որ պատճառն ավելի խորքային է: Բանն այն է, որ կառավարությունում էլ շատ լավ հասկանում էին, որ մինչև մայիսի 1-ը շատ քչերն են հայտարարագիր ներկայացնելու: Սակայն նույնիսկ ժամկետի երկարաձգման պարագայում շատ տնտեսագետներ կանխատեսում էին, որ, ի վերջո, հայտարարագիր կներկայացնի մոտ 150 հազար քաղաքացի, ինչը ևս մեկ անգամ կփաստի, որ համակարգը ձախողված է, իսկ մարդիկ բոյկոտում են այն:
«Փաստը» գրավոր հարցում է ուղարկել ՊԵԿ՝ խնդրելով նշել, թե հարցման պատասխանի օրվա դրությամբ քանի հայտարարագիր է ներկայացվել: ՊԵԿ-ից ստացված պատասխանի համաձայն, «ՀՀ ՊԵԿ հարկային մարմնի տեղեկատվական շտեմարանում 10.07.2025թ. դրությամբ առկա տվյալների համաձայն, 2024 թ. հաշվետու տարվա համար հայտարարագիր է ներկայացրել 82636 ֆիզիկական անձ»։ Այսինքն, չնայած նոր կարգավորումներով որպես հայտարարագիր ներկայացնելու սկիզբ սահմանված է մարտի 1-ը, սակայն այդ գործընթացն իրականում սկսվել է հունվարի 1-ից, և փաստացի 6 ամիս 10 օրվա ընթացքու հայտարարագիր է ներկայացրել 82636 անձ, ինչը նշանակում է, որ մոտավորապես 90 տոկոսն այս պահին բոյկոտում է համակարգը: Իսկ եթե հաշվի ենք առնում, որ դրանց մեծ մասն, ամենայն հավանականությամբ, բարձրաստիճան պաշտոնատար անձինք էին, որոնք միշտ էլ հայտարարագիր ներկայացնելու պարտավորություն են ունեցել, ինչպես նաև պետական համակարգի այլ աշխատողներ, պատկերն առավել պարզ կդառնա:
Եթե հաշվի առնենք, որ մինչ ժամկետի ավարտը մնացել է ընդամենը 3,5 ամիս, ապա, տարբեր կանխատեսումներով, կառավարության համար նույնիսկ ամենալավատեսական «սցենարով» հայտարարագիր կներկայացնի մոտ 150-170 հազար մարդ, որը կկազմի 2024 թ. համար հայտարարագիր ներկայացնելու պարտավորություն ունեցող ֆիզիկական անձանց մոտ 20-25 տոկոսը...
