Ժամանակակից աշխարհում, որտեղ ավանդական դիվանագիտությունն ավելի ու ավելի է բախվում բևեռացման, ի հայտ են գալիս պետական ազդեցության նոր գործիքներ։ Այդ գործիքներից մեկը՝ առավել հետաքրքիր և դեռևս քիչ ուսումնասիրվածը, հյուրընկալությունն է։ Հայաստանում հենց Աղվան Ավագյանն է նորովի սահմանում փափուկ ուժի կիրառման հնարավորությունները՝ շքեղության, ճարտարապետության և միջազգային ներգրավվածության միջոցով։

«Սեեն Վիժնս Ռեզորթ ընդ Փլեյսիզ, Դվին» ընկերության գլխավոր գործադիր տնօրեն լինելով՝ Ավագյանը ոչ միայն ստեղծել է համաշխարհային մակարդակի հյուրանոցային համալիր, այլև այն վերածել է աշխարհաքաղաքական նշանակության հարթակի։ Պետությունների ղեկավարների, կառավարությունների միջև հանդիպումների և բարձրակարգ մասնավոր գագաթնաժողովների ընդունումը «Դվին»-ում այն դարձրել է ժամանակակից դիվանագիտության գործիք։ Չնայած նրան, որ նախաձեռնությունը մասնավոր է, այն գործում է ազգային շահի գիտակցմամբ։

Բավականին հազվադեպ է, երբ մասնավոր հատվածում սկիզբ առած նախագիծն այսչափ կենտրոնական դեր է ստանձնում երկրի դիվանագիտական ռազմավարության մեջ։ Ավագյանի առաջնորդությամբ «Դվին»-ը հյուրընկալել է ավելի քան 60 երկրի առաջնորդների, նպաստել մայրցամաքային համագործակցությանը և դարձել բազմակողմանի երկխոսության վստահելի հարթակ։ Մինչ այժմ, «Դվին»-ում անցկացվել են այնպիսի կարևոր իրադարձություններ, ինչպիսիք են՝


•    Վերակառուցման և զարգացման եվրոպական բանկի (EBRD) բիզնես համաժողովը,
•    Ֆրանկոֆոնիայի գագաթնաժողովը,
•    ՀԱՊԿ և ԵԱՏՄ գագաթնաժողովները,
•    ինչպես նաև NB8 խորհրդարանական պանելները (Նորդիկ-Բալթյան ութնյակի շրջանակում)։

Այս հաջողությունները պատահական չեն։ Ավագյանն իրագործել է «Դվին»-ը ոչ միայն որպես հյուրանոցային համալիր, այլ՝ որպես խորհրդանշական վայր, որտեղ հյուրընկալությունն ինքնին դիվանագիտություն է։ Համաշխարհային մասշտաբի արվեստագետների հրավերները, ինչպես նաև ԱՄՆ-ի և Մեծ Բրիտանիայի դեսպանատների կողմից կազմակերպված միջոցառումները վկայում են մշակութային և դիվանագիտական կապիտալի միաձուլման մասին։

Առաջ նայելով՝ Ավագյանն «Դվին»-ը դիրքավորում է որպես միջազգային համաժողովների ապագա հարթակ՝ հատկապես՝ բնապահպանական և զարգացման ուղղություններով։ Դրանց թվում առանձնանում են
•    ՄԱԿ-ի Կենսաբազմազանության հարցերով 17-րդ կողմերի համաժողովը (COP 17),
•    ինչպես նաև Ասիական ենթակառուցվածքների ներդրումային բանկի (AIIB) միջոցառումները։

Այս նախաձեռնություններն արտացոլում են Հայաստանի արտաքին քաղաքական դիրքավորման խորքային զարգացում՝ մի գործընթաց, որի առանցքում Ավագյանի առաջնորդությունն է՝ միավորելով պետական և մասնավոր ոլորտների շահերը։
