ԱՄՆ-ը վստահ է հայ-ադրբեջանական հակամարտության կարգավորման հարցում

Հայ-ադրբեջանական կարգավորման գործընթացը բավական ակտիվ կուլիսային փուլում է, ու ընդ որում, հասկանալի է, որ Հայաստանի համար բացարձակ ոչ ձեռնտու պայմաններով։ Ադրբեջանի նախագահի օգնական Հիքմեթ Հաջիևը հայտարարել է, թե «Հայաստանի և Ադրբեջանի միջև խաղաղություն արդեն գոյություն ունի»։ «Բայց խաղաղության համաձայնագրի լիարժեք ուժի մեջ մտնելու համար անհրաժեշտ է ևս մեկ վերջին քայլ։ Մենք ակնկալում ենք, որ Հայաստանը կփոխի իր Սահմանադրությունը, որն այժմ էլ պարունակում է դրույթներ, որոնք տարածքային հավակնություններ են արտահայտում Ադրբեջանի նկատմամբ»,- ասել է նա։

44-օրյա պատերազմից հետո Ադրբեջանը ոչ միայն չի նվազեցրել իր պահանջները, այլև գնալով ավելի ու ավելի կոշտացնում է դրանք, օգտվելով այն առիթից, որ Հայաստանում իշխանության ղեկին գտնվող վարչախումբը հանուն սեփական իշխանության վերարտադրման պատրաստ է ամեն ինչի։

Կարգավորման գործընթացն էլ Արևմուտքը ցանկանում է ամբողջությամբ վերցնել իր ձեռքը՝ դուրս մղելով Ռուսաստանին։ Ու այդ կապակցությամբ ՌԴ ԱԳՆ-ն օրեր առաջ հայտարարություն էր տարածել, նշելով, որ Ռուսաստանին փորձում են դուրս թողնել կարգավորման գործընթացից։ Ուշագրավը թերևս ԱՄՆ պետքարտուղար Մարկո Ռուբիոյի՝ երեկ արած հայտարարությունն էր։ Սպիտակ տանը, կառավարության նիստից հետո Ռուբիոն հայտարարել է, թե Միացյալ Նահանգները հուսով է, որ Հայաստանի և Ադրբեջանի միջև շուտով խաղաղության համաձայնագիր կստորագրվի։ Խոսելով մի քանի այլ դադարեցված հակամարտությունների վերաբերյալ, Ռուբիոն հայ-ադրբեջանական հակամարտությունն ընդգրկել է կարգավորման ենթակա ցանկում։ «Մենք դադարեցրել ենք պատերազմը Հնդկաստանի ևՊակիստանի միջև։ Խաղաղության համաձայնագիր է ստորագրվել Ռուանդայի ու Կոնգոյի Դեմոկրատական Հանրապետության միջև, ինչպես նաև 12-օրյա պատերազմն ավարտվել է ամերիկյան գործողությամբ։ Միացյալ Նահանգներն աշխարհի միակ երկիրն է, որ կարող է դա անել։ Հուսով եմ, որ շուտով Հայաստանի ու Ադրբեջանի միջև կստորագրվի խաղաղության համաձայնագիր»,- ասել է Ռուբիոն։

Ամերիկագետ Սուրեն Սարգսյանի գնահատմամբ, վերջին ամիսներին տարբեր խողովակներով տարաբնույթ տեղեկություններ էին հասնում առ այն, որ Պետդեպարտամենտը ոչ հրապարակային, բայց ակտիվ աշխատանք է տանում կողմերի հետ այս ուղղությամբ։ «Թրամփի վարչակազմն այստեղ հաջողության հասնելու հնարավորություն է տեսնում և ցանկանում է ստանալ նաև իր դափնիներն այս գործընթացի արդյունքում։ Չեմ բացառում, որ բանակցությունները կուլիսային բնույթ են կրում գործընթացը զերծ պահելու այլ ազդեցություններից: Փաստացի, ԱՄՆ-ն որոշակի միջնորդական դեր ունի գործընթացում, չնայած այն հանգամանքին, որ կողմերը պնդում են, թե բանակցում են առանց միջնորդների»,- նշել է փորձագետը։
