Արծաթյա Քարտ․ Հայրենիքին ծառայած սերնդի արժանապատիվ ծերության իրավունքը
Այսօր մենք ապրում ենք մի իրականությունում, որտեղ Հայաստանի ամենապատիվ քաղաքացիները՝ մեր մայրերը, հայրերը, մեր տատիկներն ու պապիկները, ովքեր իրենց քրտինքով կառուցել են այս երկիրը, հաճախ ապրում են նվաստացուցիչ կենսաթոշակով, սոցիալական մեկուսացման մեջ, բժշկական սպասարկման հասանելիությունից զրկված։
Սա անընդունելի է։
 
Այսպես չէ, որ երկիրը պետք է վարվի իր հիմնասյուն սերնդի հետ։ Մենք պարտավոր ենք ոչ միայն հարգանքով խոսել մեր տարեցների մասին, այլ գործողություններով ապացուցել, որ գնահատում ենք նրանց տարիները, աշխատանքը, պայքարը, տառապանքը։
Այո՛, մենք առաջարկում ենք «Արծաթյա Քարտ»։
 
Սա բարեգործություն չէ։ Սա ողորմություն չէ։ Սա պետության պարտքն է իր քաղաքացիների հանդեպ։
 
Արծաթյա Քարտը կլինի անվանական արտոնագիր՝ 65 և բարձր տարիք ունեցող բոլոր ՀՀ քաղաքացիների համար։
Ինչ կտա այս քարտը մեր ավագ սերնդին․
1.Առողջապահական զեղչեր՝ դեղատներում, կլինիկաներում, ստոմատոլոգիայում,
2.Հասարակական տրանսպորտի անվճար օգտագործում,
3.Սննդամթերքի և կենցաղի հիմնական ապրանքների զեղչեր,
4.Մշակութային կյանքի մուտք՝ թատրոն, կինո, պատկերասրահներ,
5.Սոցիալական խնամքի ու աջակցության ներառական ծառայություններ,
 
Եվ ամենակարևորը՝ արժանապատիվ վերաբերմունք։
Այս ծրագիրը Հայաստանում հնարավոր է իրականացնել առանց պետական բյուջեի լրջագույն լարումի։ Ընդամենը մի քանի տասնյակ միլիոն դրամ, որոնք այսօր փոշիացվում են անիմաստ կոնֆերանսների, կրկնակի ասֆալտապատումների կամ բյուրոկրատական պարգևավճարների վրա։
Միայն Երևանում այս ծրագրից կարող են օգտվել մոտ 90,000 տարեց քաղաքացի։
 
Նրանք, ովքեր այս պահին տանը նստած հեռուստացույցի առջև միայնակ սուրճ են խմում ու լսում, թե ինչպես են խոստանում ինչ-որ ապագա՝ առանց իրենց։
 
Մենք ասում ենք՝ նրանք ոչ թե անցյալն են, այլ մեր կենսաբանական ու բարոյական հիմքը։
Եվ մենք ունենք պարտականություն։ Ոչ թե խոսելու, այլ իրական գործ անելու պարտականություն։
Այդ իսկ պատճառով մեր քաղաքական թիմը պատրաստել է ամբողջական ծրագիր՝ «Արծաթյա Քարտի» ներդրման համար՝ սկսած Երևանից, ապա ամբողջ հանրապետությամբ։ Մենք պետք է բանակցություններ սկսենք առողջապահական, առևտրային և մշակութային հաստատությունների հետ՝ նրանց դարձնելով այս նախաձեռնության աջակից։
 
Ուզում եմ հստակ հայտարարել՝
Տարեցին նվեր չի պետք։ Տարեցին պետք է իրավունք, պաշտպանություն և արժանապատվություն։
Եթե մենք չգիտենք արժանի կերպով հոգալ մեր ծերերին, ինչո՞վ ենք տարբերվում դաժան, անմարդկային վարչակարգերից։ Մենք առաջարկում ենք մի համակարգ, որ արդեն գործում է աշխարհի լավագույն երկրներում՝ Գերմանիայից մինչև Ճապոնիա։
 
Ու ինչո՞ւ Հայաստանը չպիտի լինի այդ երկրների կողքին։ Ո՞վ է արգելում։ Միայն անտարբերությունն ու կարճատեսությունը։
 
Ուրեմն եկեք միասին վերացնենք այդ անտարբերությունը։
Եկեք միասին մեկնենք ձեռք մեր տատիկին, մեր մորը, մեր միայնակ հարևանին։
Եկեք արժանապատիվ ծերությունը դարձնենք պետական քաղաքականություն, ոչ թե բարեգործական թեմա։
Սա է մեր առաջարկը։
Սա է մեր խոսքը։
Սա կլինի մեր գործը։
