Գազի գնի նվազման սպասումով

Վերջին օրերին լայն քննարկումների առիթ է դարձել գազի սակագնի իջեցման հայտի մասին լուրերը: ՀՀ մատակարարվող ռուսական գազի գնի իջեցման մասին վարչապետի հերթական անդրադարձը, թերևս, որոշակի ազդանշաններ է պարունակում իր մեջ: Օրերս կառավարության նիստի ժամանակ Հովիկ Աբրահամյանն ասել էր, որ կարևորում է «Գազպրոմ-Արմենիա» ընկերության կայուն և շահութաբեր գործունեությունը, միաժամանակ՝ տնտեսության և բնակչության համար գազի մատչելի և շահավետ գները: Գործադիրի ղեկավարի խոսքով, գազի սպառման ծավալների նվազումը ակնհայտորեն վկայում է, որ ընկերությունը կարող է ունենալ ավելի մեծ հասույթներ՝ ավելի ցածր գների դեպքում: Այսինքն, պարզ է դառնում, որ Հայաստանում սպառվող գազի ծավալները նվազել են: Գազի ծավալների նվազումը չի կարող գոհունակություն առաջացնել ոչ մատակարար ընկերության, ոչ մատակարար երկրին: Այդ իսկ պատճառով պետք է ելքեր գտնել գազի սպառման շուկայի ծավալների ավելացման համար:
Վերը նշվածի մասին է կառավարության ղեկավարի հաջորդ արտահայտությունը, ըստ որի, «Գազպրոմ-Արմենիա»-ն այս հանգամանքը պետք է հասցնի «Գազպրոմ» ընկերության ղեկավարությանը և Ռուսաստանի Դաշնության կառավարությանը, պարզաբանելով գազի գնի իջեցման դրական արդյունքը՝ գազի սպառման ծավալների ավելացման տեսքով: Ինչը նշանակում է, որ ռուսական կողմը նույնպես պետք է տեսնի իր տնտեսական շահը գազի գների իջեցման դեպքում:
Փաստ է, որ Ռուսաստանի կողմից Հայաստանին մատակարավող գազի ներկայիս գինը՝ 165 դոլար, աշխարհում ամենաէժաններից է և դրա հիմքում հիմնականում Հայաստան-Ռուսաստան ռազմավարական հարաբերությններն են: Այսինքն, ցածր գազի գինը ավելի շատ քաղաքական գործոնով է պայմանավորված, քան տնտեսական: Այս փաստը վկայում է այն մասին, որ Հայաստանի ավելի ցածր գնով գազ մատակարարելը, անպայման պետք է ունենա նաև տնտեսական խթան, որպիսին կարող է դառնալ սպառման ծավալների ավելացումը: Ինչը ենթադրում է ինքնարժեքի իջեցում և հավելյալ եկամուտների ավելացում:
Հարկ է նշել նաև, որ Հայաստանի վարչապետի հետևյալ հայտարարությունը ոչ այլ ինչ է քան անուղղակի վստահություն դրանում. «Կարծում եմ, որ համաշխարհային տնտեսության և աշխարհաքաղաքական զարգացումներով պայմանավորված, ակնհայտ է գազի գնի իջեցման ոչ միայն անհրաժեշտությունը, այլև հնարավորությունը»: Կարելի է փաստել, որ այս խոսքերի համար պետք էին լուրջ հիմքեր, այլապես Հովիկ Աբրահամյանը չէր խոսի գազի իջեցման հնարավորության իրական լինելու մասին:
