«Փաստ» օրաթերթը գրում է.
Իշխանությունները հուլիսի 1-ին ԱԺ արտահերթ նիստ են նախաձեռնել, որի ժամանակ ցանկանում են քննարկել նաև համապատասխան օրենքների նախագծերը, որոնց միջոցով էլ ուզում են «պետականացնել» ՀԷՑ-ը:
«Պառլամենտարիզմի զարգացման միջազգային կենտրոնի» համահիմնադիր, իրավապաշտպան-սահմանադրագետ Գոհար Մելոյանի կարծիքով, նախագծերով նախատեսում են պետության նախապատվության իրավունք, հետագայում դրա հիմքով էլ փորձ է արվելու պետականացնել ՀԷՑ-ի բաժնետոմսերը՝ սեփականատերերին ինչ-որ փոխհատուցում տալու միջոցով: «Փոխհատուցման համար գնահատման չափորոշիչներ, գնահատումների տարբերության դեպքում ինչ-որ համեմատական սխեմա են նախատեսել այն դեպքում, որ օրենքը նախնական ու համարժեք փոխհատուցման պարագայում պլ յուս 15 տոկոս վճար է նախատեսում։ Սա որոշակի գումարներից խուսանավելու սխեմատիկ լուծում է իրենց համար: Ի սկզբանե ակնհայտ էր, որ ծայրաստիճան հակաիրավական եղանակով են գնալու, ու այս հակաիրավականությունը «գալու է բոլորիս քթից»,-«Փաստի» հետ զրույցում ասում է Մելոյանն ու հավելում, որ այս հակաիրավական միջամտության բեռը մնալու է մեր հանրության ուսերին, որովհետև եթե հետո միջազգային ատյաններում բողոքարկումներ լինեն և Հայաստանի Հանրապետության նկատմամբ վճիռներ կայացվեն փոխհատուցման տարրերով, այդ փոխհատուցումը Հայաստանի Հանրապետության հարկատուի ուսերին է մնալու:
Հավելենք, որ ՀԷՑ-ի շուկայական արժեքը կազմում է նվազագույնը 350 մլն դոլար (սա հեղինակավոր աուդիտոր KPMG-ի կողմից հաստատված կապիտալի չափն է)։ Այսինքն, եթե փոխհատուցեն, ապա սա ամենափոքր (շատ փոքր) գումարն է, որ պետք է վճարեն պետբյուջեի հաշվին: Նույնը վերաբերում է նրան, եթե փորձեն ուղղակի խլել ՀԷՑ-ը, և բողոքարկումներ լինեն: Ըստ էության, Փաշինյանի «կապրիզների» համար վճարելու է հարկատուն, այսինքն՝ մեզանից յուրաքանչյուրը:
