«168 ժամ» թերթը գրում է. «Որքան մոտենում են 2017 թվականի խորհրդարանական ընտրությունները, այնքան ավելի հաճախ են Հայաստանում ներկայացված արեւմտյան դիվանագետները խոսում այդ ընտրությունների՝ արդար անցկացման ու հասարակության կողմից վստահելի արդյունքների արձանագրման մասին: Խոսում են՝ ավելին, քան սովորական դիվանագիտական արարողակարգը, խոսում են առավել քան կոնկրետ, առարկայորեն եւ հասցեական: Նրանց այդ հայտարարություններն ուղղված են իշխանությանը, որը սովորել է տարիներ շարունակ կեղծել ընտրությունները եւ ստանալ Արեւմուտքի «ըմբռնողական վերաբերմունքը»:

Իսկ Արեւմուտքը հասկացնում է՝ այս անգամ ըմբռնում չի լինելու: Նույն Արեւմուտքը, ըստ էության, իշխանությանը վերջին քարտ-բլանշն է տվել՝ սահմանադրական հանրաքվեի կեղծիքներին կրկին «ըմբռնումով մոտենալով», թեեւ հանրաքվեից հետո հնչած ու հնչող գնահատականներն էականորեն տարբերվում են նախորդ ընտրություններին հաջորդած գնահատականներից: Իշխանությունը վստահեցնում էր, թե սահմանադրական փոփոխություններն իրականացնում է միմիայն ու միայն, բացառապես Հայաստանն ավելի ժողովրդավարական դարձնելու ինքնակործան մղումով:

Սահմանադրական հանրաքվեին հաջորդող գործընթացները, սակայն, վկայում են, որ իշխանությունն ամեն ինչ անում է սահմանադրորեն «հավերժանալու» համար: Ու հիմա Արեւմուտքը գրեթե բաց տեքստով հասկացնում է, որ շատ լավ է հասկանում իշխանության քայլերն ու մոտիվացիան ու այլեւս դրանց «ըմբռնումով չի մոտենալու»: Որքանով Հայաստանի իշխանությունը լրջորեն կմոտենա այս զգուշացումներին՝ դժվար է ասել: Իշխանությունը, իհարկե, կարող է Արեւմուտքին պատասխանել, որ այդ դեպքում ավելի ինքնամոռաց կնետվի Ռուսաստանի գիրկը: Սակայն, ըստ ամենայնի, այդ «ռեսուրսն» արդեն սպառվել է:

Նախ՝ ավելիի տեղ այլեւս չկա. Հայաստանը տրվել է Ռուսաստանին այնքան, որքան հնարավոր է: Բացի այդ, դրանից ավելին նշանակում է՝ էլ ավելի կախվածություն Ռուսաստանից: Դա էլ իր հերթին՝ նշանակում է, որ Հայաստանը տնտեսապես ուղղակի կարող է խեղդվել, ավելի ճիշտ՝ Ռուսաստանն իր հետեւից դեպի անդունդը կարող է տանել Հայաստանին: Նախորդ գրեթե բոլոր համապետական ընտրություններում իշխանությունը՝ «հաղթելով», ունեցել է ներքին լեգիտիմության այնքան մեծ դեֆիցիտ, որ դա այս կամ այն կերպ փորձել է լրացնել արտաքին լեգիտիմությամբ:

Լավ կամ վատ, դա ստացվել է, ինչն իշխանության մոտ ձեւավորել է համոզմունք, որ կարելի է ամեն ինչ, կարելի է կեղծել ներսում եւ ինչ-որ կերպ «տակից դուրս գալ» դրսում: Ըստ ամենայնի, հենց այդ համոզմունքով է իշխանությունը պատրաստվում 2017 թվականի խորհրդարանական ընտրությանը, որը, ընդդիմության գրեթե բացակայության պատճառով, որքան «հեշտ» է թվում ներքին տեսանկյունից, նույնքան դժվար կարող է դառնալ արտաքին իմաստով: Այդ մասին այսօր արդեն զգուշացնում են Հայաստանի իշխանությանը: Առայժմ՝ բարեկամաբար»:
