«Փաստ» օրաթերթը գրում է.

Պետական եկամուտների կոմիտեն առաջարկում է փոփոխություններ և լրացումներ կատարել «Թմրամիջոցների և հոգեմետ (հոգեներգործուն) նյութերի մասին» և «Պետական տուրքի մասին» օրենքներում։ Նշվում է, որ 2021 թվականից Հայաստանում արտադրական կանեփի օրինական շրջանառությունը սահմանող օրենսդրության շրջանակներում մեկնարկել է իրավաբանական անձանց լիցենզավորման գործընթացը: 11 ընկերություն ստացել է լիցենզիաներ արտադրական կանեփի մշակության և վերամշակման նպատակներով, սակայն ներկայում մեծամասնության լիցենզիաների ժամկետներն ավարտվել են, և մի շարք տնտեսվարողներ, ունենալով գործող լիցենզիաներ, չեն կարողանում իրականացնել արտադրական գործընթացը: Առկա օրենսդրական կարգավորումների պայմաններում արտադրական կանեփի արտադրությունը չի հաջողվում՝ գլխավորապես պայմանավորված արտադրությանը ոչ համարժեք պետական տուրքերով։ Խնդրահարույց են նաև քվոտավորման գործող պահանջները, քանի որ դրանք չափազանց բարդ է ապահովել գիտական և արտադրական ոչ մի փորձ չունեցող երկրների համար:

Պետտուրքերը համապատասխանում են կանեփի հոգեներգործուն սորտերի արտադրությանը (հաշվի առնելով միջազգային փորձը), այս պարագայում արտադրական գործունեությունը չի կարող եկամտաբեր լինել, և հենց այդ պատճառով արտադրական կանեփի շուկայում հաջողակ ընկերությունների կողմից պոտենցիալ ներդրումները չեն իրականացվում հանրապետությունում: Բացի այդ, սահմանված կարգավորումների համաձայն՝ լիցենզավորված անձը նույն սերմի, կտրոնի ներմուծման դեպքում պետտուրքը պետք է վճարի կրկնակի, ինչպես նաև լիցենզիան ստանալուց հետո մինչև երկու տարի ժամկետում ջերմատունը կառուցելու և այն վերազինելու ժամանակահատվածի համար ևս գանձվում է պետտուրք։ Միջազգային շուկայում մրցունակ արտադրանք ստանալու համար կառուցվող ջերմատունը, տնկարանը, պահեստները, լաբորատորիան պետք է լինեն սահմանված չափորոշիչների համաձայն, որը կարող է արժենալ 1,5 միլիոնից ավել ԱՄՆ դոլար։

Գործող օրենսդրությունը չի նախատեսում սածիլների և կտրոնների արտադրություն, վաճառք և արտահանում, մինչդեռ այն հնարավորություն կտա արտադրական կանեփի արտադրության շրջանակներում մեկ այլ արտադրատեսակի՝ տնկանյութի արտադրության զարգացմանը՝ հաշվի առնելով, որ մի շարք պետություններում, որտեղ արտադրական կանեփի արտադրություն թույլատրված է և իրականացվում է սերմնաբուծություն, կանեփի տնկանյութի արտադրությունն արգելված է, ուստի սելեկցիայով և սերմնաբուծությամբ զբաղվող ընկերությունները տնկանյութի արտադրությունն իրականացնում են այլ պետություններում:

Արտադրական կանեփի արտադրությունը հաջողելու կարևորագույն նախապայմաններից է գիտական հետազոտությունների իրականացումը։ Մասնագետները, հնարավորություն չունենալով գործնականում ծանոթանալ բույսի բուսաբանական և կենսաբանական առանձնահատկություններին, չեն կարող արտադրության մի քանի տարում լիարժեք մասնագիտական գործունեություն իրականացնել և փաստացի հանրապետությունում հնարավոր չէ ապահովել մասնագիտական կադրերի առկայություն:

Առաջարկվում է փոխել քվոտավորման պահանջները, նախատեսել գիտական հետազոտությունների իրականացման հնարավորություն, հրապարակել արգելված, խնդրահարույց և թույլատրված սորտերի ցանկ, նախատեսել կտրոնների և սածիլների արտադրություն, վաճառք և արտահանում, միաժամանակ պետտուրքը սահմանել ըստ մշակության մակերեսի։
