Ռուս-ուկրաինական պատերազմի ուրվականն է թևածում. իրանցիների հոսքից վարձով տները կթանկանա՞ն

Երբ միջազգային մամուլը քննարկում է Իրան-Իսրայել թեժացող հակամարտությունը, Հայաստանում կրկին արթնանում են 2022 թվականի ռուս-ուկրաինական պատերազմի ուրվականները, այն է՝ խուճապ անշարժ գույքի շուկայում, բնակարանների վարձավճարների բարձրացում, ներգաղթային ալիքից առաջացող ճնշում։ Սակայն փորձագետ Կարապետ Հովհաննիսյանը պարզ ասում է՝ իրական վտանգը ներգաղթը չէ, այլ մեր իսկ ոչ ճկուն համակարգն ու բարձր գները, որոնք պատերազմից անկախ էլ կարող են Հայաստանի շուկան փակ դարձնել փախստականների համար։
«Փախստականները փնտրում են ապահով ու հասանելի երկիր անվտանգ ապրելու համար, իսկ Հայաստանը նրանց համար գրավիչ տարբերակ չէ»,- MediaHub-ի հետ զրույցում ասում է փորձագետը՝ անդրադառնալով այն լուրերին, որ իրանցիները հայրենիքից հեռանում են և հավանական է, որ Հայաստանը ևս հարյուրավոր կամ հազարավոր իրանցիների ընդունի։
Նրա խոսքով՝ Իրանից հնարավոր արտագաղթողներն ավելի հաճախ ընտրում են Թուրքիան, քանի որ Հայաստանը համարվում է թանկ երկիր՝ թանկ գույք, թանկ կյանք, որը նաև ազդում է տուրիստական հոսքերի վրա։
Նախորդ տարիներին պետությունը՝ մտածված, թե ոչ, որոշում ընդունեց, ըստ որի՝ վարձակալության բոլոր գործարքները պետք է պարտադիր գրանցվեն կադաստրում։ Եթե, օրինակ, ռուս-ուկրաինական պատերազմի օրերին վարձատուները կարող էին պարզապես ասել՝ «երեխաներիդ վերցրու, դուրս արի տանից, որովհետև ես այն ավելի թանկով եմ հիմա ուրիշին տալու», ապա այժմ կադաստրում գրանցված պայմանագրերի պարագայում նման միակողմանի լուծում հնարավոր չէ։
Ըստ գործող օրենսդրության՝ վարձակալությունը դադարեցնելու համար անհրաժեշտ է երկու կողմերի համաձայնությունը։ Նույնիսկ եթե վարձակալողը վնասել է գույքը կամ դադարում է վճարել, սեփականատերը ստիպված է դիմել դատարան։ Դատարաններն էլ հաճախ գերծանրաբեռնված են։
«Հենց այդ պատճառով խորհուրդ է տրվում՝ այն անձինք, ովքեր պատրաստվում են վարձով բնակարաններ տրամադրել հնարավոր փախստականներին, լինեն զգոն և ավելի խելամիտ գնով թե՛ իրանցի փախստականներին և թե՛ արցախցիներին էլ տուն տան։ Մենք տուժվել ենք հենց թանկացումների՛ պատճառով»,- ասում է փորձագետը։
Իսրայելա-իրանական պատերազմի հետևանքով Հայաստանի տնտեսությունը շատ կարող է տուժել՝ մատակարարման շղթաների խզումը, հատկապես Իրանից ներմուծվող հումքը, ապրանքների դադարեցումը կարող են մեծապես վնասել երկրի տնտեսությանը։ Այդ ապրանքների մի մասը գալիս է Հայաստան, այնուհետև արտահանվում երրորդ շուկաներ։ Եթե այդ հոսքերը կտրվեն, կկորի ոչ միայն ապրանքները, այլ նաև եկամտի զգալի աղբյուր։
Ըստ Կարապետ Հովհաննիսյանի՝ Հայաստանը, անկասկած, աշխարհի լավագույն վայրերից մեկն է ապրելու համար՝ հարմար կլիմայով տարվա բոլոր եղանակներին ու առանձնահատուկ բնությամբ։ Սակայն այս պահին, երբ երկիրը դեռ գտնվում է չլուծված պատերազմական իրավիճակում և բախվում է լուրջ սոցիալ-տնտեսական խնդիրների, դժվար է խոսել դրա լիարժեք կենսապահով պայմանների մասին։ Այսօր նույնիսկ բազմաթիվ հայաստանցիներ են դժվարությամբ աշխատանք գտնում ու հարմարվում թանկ կյանքին։
«Պատերազմից չպետք է սպասել շահ կամ հնարավորություն։ Պետք է ցանկանալ, որ աշխարհի բոլոր հակամարտությունները որքան հնարավոր է շուտ ավարտվեն, և չապրել այն սպասումով, թե որտեղ պատերազմ կլինի, որ մենք էլ փորձենք օգտվել դրանից», - հավելում է Կարապետ Հովհաննիսյանը։
