«Փաստ» օրաթերթը գրում է.
Հանրային քննարկման է ներկայացվել «Կոտայքի մշակույթի կենտրոն» և «Կապանի մշակույթի կենտրոն» ՊՈԱԿ-ները լուծարելու մասին նախագիծը։ Կազմակերպությունները ստեղծվել են կառավարության 2002 թ. հոկտեմբերի 10-ի «Պետական ոչ առևտրային կազմակերպություններ ստեղծելու մասին» N 1649-Ն որոշմամբ: Պետական ոչ առևտրային կազմակերպության գործունեության հիմնական նպատակը և առարկան մշակութային գործունեության իրականացումն է: Մշակութային գործունեությունը մշակութային արժեքների և առարկաների (օբյեկտներ) պահպանումը, ստեղծումը, տարածումն ու մեկնաբանումն է, մշակութային բարիքների՝ ծառայությունների մատուցումը և արտադրանքի (ապրանքների) իրացումը: ՊՈԱԿ-ների մշակութային գործունեությունը ֆինանսավորվում է օրենսդրությամբ սահմանված կարգով:
Նախարարության 2025 թ. բյուջեում գումարներ չնախատեսվելու՝ 2025 թ. բյուջետային հայտում ֆինանսավորում չպլանավորելու հետևանքով կազմակերպությունների մշակութային գործունեությունը ֆինանսավորելու հնարավորության բացակայության հետևանքով նպատակահարմար է գտնվել լուծարել կազմակերպությունները: Նախարարության գրության համաձայն՝ 2025 թ. պետական բյուջեում ֆինանսավորում չնախատեսվելու հանգամանքը բխում է ԿԳՄՍ նախարարության կողմից անցկացված մոնիթորինգի արդյունքներից, որոնք ցույց են տվել, որ կազմակերպությունների կողմից իրականացված մշակութային ծրագրերի որակը բավարար չի եղել Հրազդան և Կապան համայնքների մշակութային կյանքի աշխուժացման և գեղագիտական նոր ճաշակի ու որակի ապահովման համար:
«Կոտայքի մշակույթի կենտրոն» ՊՈԱԿ-ը վերջին 3 տարվա ընթացքում իրականացրել է բազմաթիվ միջոցառումներ: 2022 թ. ընթացքում իրականացվել է ժամանակացույցով հաստատված 4 միջոցառում, որոնց ծախսված բյուջեն կազմել է 2 009 700 դրամ, միջոցառումներին մասնակցել է շուրջ 1300 քաղաքացի: 2023 թվականին իրականացվել է 4 միջոցառում, որոնց ծախսված բյուջեն կազմել է 2 009 700 դրամ, մասնակցել են շուրջ 1500 քաղաքացի և զբոսաշրջիկ: 2024 թ. ընթացքում ժամանակացույցով հաստատված 4 միջոցառումներից իրականացվել է 2-ը՝ «Գեղանկարչության մարզային պլեններ և ցուցահանդես» և «Մարզի համայնքների մշակութային տների, մանկապատանեկան ստեղծագործական կենտրոնների սաների մրցույթ-փառատոն»: Միջոցառումների հաստատված բյուջեն կազմել է 2 009 700 դրամ, իսկ ծախսված բյուջեն՝ 1 059 000 դրամ, մասնակցել է մոտ 1000 քաղաքացի: Մյուս 2 միջոցառումները չեն իրականացվել տարվա կեսին ֆինանսական միջոցների կրճատման պատճառով:
«Կապանի մշակույթի կենտրոն» ՊՈԱԿ-ը 2019-2024 թթ. իրականացրել է թվով 31 միջոցառում՝ տարբեր խորագրերով, որոնց շրջանակներում կազմակերպվել են նաև խորագրերին առնչվող այլ միջոցառումներ մարզի բոլոր համայնքներում։ Միջոցառումների ծրագրերը, նկարագրերն ու նախահաշիվները հաստատվել են նախարարություն ներկայացված միջնաժամկետ ծախսերի ծրագրերով։
Ըստ նախագծի հիմնավորման՝ կազմակերպությունների լուծարումից հետո Հրազդան և Կապան համայնքների մշակութային կյանքը չի տուժի։ Հրազդանում գործում է Հրազդանի դրամատիկական թատրոնը և «Հրազդանի մանկապատանեկան ստեղծագործական կենտրոն» հիմնարկը, Կոտայքի մարզի տարածքում ևս գործում են նմանատիպ մշակութային հիմնարկներ, իսկ Կապանում կան գործող 8 մշակութային և կրթամշակութային համայնքային ոչ առևտրային հաստատություններ։
