«Փաստ» օրաթերթը գրում է.

Ազգային ժողովի պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովի նիստում երեկ բուռն կրքեր էին բորբոքվել: Այն աստիճան բուռն, որ նույնիսկ երդվյալ քպականները թեթևակի «իրար կպան»: Չէ, հարցը, որ հանձնաժողովի օրակարգում էր, քպական իշխանության վարած «քաղաքականության» հետևանքով ահագնացած արտաքին սպառնալիքներին ուղղակիորեն չէր առնչվում, այլ անուղղակիորեն: Խոսքը քպական «փայլուն գլուխներում» ծագած այն մտքի մասին է, որ եթե անհնար է պայքարել զորակոչային ու նախազորակոչային համակարգված կոռուպցիայի դեմ, ապա եկեք այն օրինականացնենք: Սա՝ եթե ընդհանրացնելու լինենք ընդհանուր գաղափարը:

Կարճ ասած՝ խոսքը «բանակից փողով ազատվելու» դրոշմն ստացած օրենսդրական փաթեթի մասին է, որի անվանական նախաձեռնողը քպական Հայկ Սարգսյանն է, և որին կողմ է կառավարությունը:

Բայց խնդրահարույց և հանրության կողմից ծաղրական և կոշտ արձագանքների արժանացած նախագիծը «ճյուղային» հանձնաժողովում դրական եզրակացություն չստացավ. անհրաժեշտ էր 6 «կողմ» ձայն, քվեարկությամբ պարզվեց՝ 5 «կողմ» է, իսկ հանձնաժողովի քպական անդամներից մեկն էլ... «ձեռնպահ» քվեարկեց:

Դրանից հետո մթնոլորտն ավելի շիկացավ: Փոխադարձ կսմթոցներ հնչեցին հենց քպականների միջև: Կարելի էր երկար հետևել այդ «աչք շոյող» իրարուտոցուն, բայց այստեղ հետաքրքիր են նաև այլ հանգամանքներ: Նախ՝ բանից պարզվեց, որ իրենք՝ քպականներն էլ կամ նրանց մի որոշակի մասը այնքան էլ լավ չեն պատկերացնում, թե ինչ են ուզում անել, բացի այն, որ ուզում են օրինականացնել կաշառակերությունը: Պարզվեց նաև, որ Նիկոլ Փաշինյանն ու քպական քարոզչությունը ստում են (մեծ նորություն չէ, իհարկե), երբ հայտարարում են, թե «համակարգային կոռուպցիա չկա»: Այդ քարոզչական թեզը շարունակաբար հերքում է հենց օրենսդրական նախաձեռնության հեղինակ Հայկ Սարգսյանը, երբ հետևողականորեն հայտարարում է, որ անխտիր բոլոր հարուստների զավակները այս կամ այն կերպ խուսափում են պարտադիր զինծառայությունից: Ավելին, նա նշեց, որ չի տեսել, որ որևէ հարուստի զավակ պատերազմում զոհված լինի։ Նա պարզ հայտարարեց, որ եթե նախագիծը չընդունվի, կասկածի տեղիք է լինելու, որ բանակի և բժշկական հանրույթի միջև փոխհամաձայնեցված կոռուպցիոն սխեմաներ են գործում։ Այսինքն, փաստացի բավականին թափանցիկ ակնարկներ արվեցին առ այն, որ հիշյալ օրինագծի ընդունումն արգելակելու նպատակը առաջիկա զորակոչի ընթացքում ինչ-ինչ կոռուպցիոն ռիսկերի հնարավորություն տալն է: Բնականաբար, կարող են նաև հակադարձ մեղադրանքներ հնչել, որ խնդրահարույց օրինագծի ընդունմանը ձգտող շրջանակներն էլ իրենց որոշակի շահերն ունեն:
