Ամենամսյա դրամական խրախուսում կսահմանվի միջազգային փառատոններում և մրցանակաբաշխություններում մրցանակի արժանացած մշակույթի գործիչների համար. «Փաստ»

«Փաստ» օրաթերթը գրում է.

ԿԳՄՍ նախարարությունը հանրային քննարկման է ներկայացրել «Մշակույթի ոլորտի միջազգային հեղինակավոր փառատոնների և մրցանակաբաշխությունների մասնակցած և մրցանակի արժանացած մշակույթի գործիչներին, այդ թվում՝ ինքնազբաղ կամ անկախ ստեղծագործողներին դրամական խրախուսում տրամադրելու (վճարելու) կարգը և չափերը հաստատելու մասին» նախագիծը։ Նախագծով առաջարկվում է դրամական խրախուսում սահմանել մշակույթի ոլորտի միջազգային հեղինակավոր փառատոնների և մրցանակաբաշխությունների մասնակցած և մրցանակի արժանացած մշակույթի գործիչների համար:

Միջազգային հեղինակավոր փառատոների և մրցանակաբաշխությունների թվին են դասվում այն փառատոնները, մրցույթներն ու մրցանակաբաշխությունները, որոնց ցանկը հաստատվում է ոլորտային միջազգային կազմակերպությունների կողմից։ Մրցույթները և փառատոնները պետք է պարտադիր համապատասխանեն հետևյալ չափորոշիչներին. միջազգային ձևաչափ, պարբերական անցկացում, միջազգային ժյուրի և պետական աջակցություն։ Դրամական խրախուսում տրամադրվելու է Հայաստանի Հանրապետության քաղաքացի հանդիսացող մշակույթի ոլորտի այն գործիչներին, ովքեր որպես ՀՀ ներկայացուցիչ մասնակցել են միջազգային հեղինակավոր փառատոններին և մրցանակաբաշխություններին և արժանացել մրցանակի:

Դրամական խրախուսման վճարումն իրականացվելու է ամսական պարբերականությամբ և մեկ տարի ժամկետով: Միևնույն անձը մեկից ավելի արդյունք ունենալու դեպքում վճարվելու է դրանցից յուրաքանչյուրի համար։ Ոչ անհատական (խմբային) արդյունքի դեպքում որոշմանը կից ներկայացվող հավելվածի աղյուսակում նշված գումարի չափը բաշխվում է խմբի անդամների միջև հավասարաչափ, իսկ իրավաբանական անձի դեպքում՝ հատկացվում է տվյալ իրավաբանական անձին, որի գործադիր մարմնի որոշմամբ իրականացվում է դրամական խրախուսման բաշխումը։ Եթե տվյալ գործադիր մարմնի իրավասության ներքո գործում են մի քանի ստեղծագործական խմբեր, ապա դրամական խրախուսումը տրվում է այն ստեղծագործական խմբին, որն արժանացել է մրցանակի: Դրամական խրախուսման չափերը սահմանելիս հիմք է հանդիսացել սպորտի ոլորտում բարձր նվաճումներ ունեցող մարզիկների խրախուսման գործող կարգը։ Այս համադրության մեջ ամսական 660 հազար դրամ գումարը հավասարեցվել է Օլիմպիական մրցանակի։

Ներկայում գործում է կառավարության 2024 թ. փետրվարի 29-ի N 305Լ որոշմամբ հաստատված «Մշակույթի ոլորտի միջազգային հեղինակավոր փառատոնների և մրցանակաբաշխությունների մասնակցած և մրցանակի արժանացած մշակույթի գործիչներին դրամական խրախուսում տրամադրելու» ծրագիրը, որն արդեն իսկ արձանագրել է փաստացի կիրառություն։ ԿԳՄՍ նախարարության տվյալների համաձայն, ծրագրի շրջանակում դիմել է 20-ից ավելի դիմորդ, որոնցից մի մասը ներկայացնում են իրավաբանական անձինք, իսկ մյուս մասը՝ անհատ ստեղծագործողներ:
