Խոյ և Վաղարշապատ համայնքների միավորման քննարկում կա

Տարածքային կառավարման և ենթակառուցվածքների նախարար Դավիթ Խուդաթյանը «Հետքի» հետ զրույցում հաստատել է, որ մոտ 10 օր քննարկվում է Խոյ և Վաղարշապատ համայնքների միավորման հարցը: Ընթացակարգերով պայմանավորված` հնարավոր է գործընթացն ավարտել մինչև 2025թ. վերջ: Նախարարի փոխանցմամբ՝ պատճառը քաղաքական չէ, և չի բացառվում, որ առաջիկայում այլ համայնքներ ևս վերամիավորվեն:
«Պատճառն այն է, որ Վաղարշապատ համայնքը բավարար չափով չի խոշորացվել: Բացի Վաղարշապատից, մենք այնպիսի խոշորացված համայնք չունենք, որին ընդամենը մեկ գյուղական բնակավայր է միացել: Հիմա գնում ենք արդյունավետ կառավարման ճանապարհով, այսինքն՝ խոշորացնում ենք համայնքը, ինչպես այլ համայնքներում է եղել»,- ասել է Տարածքային կառավարման և ենթակառուցվածքների նախարարը:
Վաղարշապատը խոշորացվել է 2021թ-ին, այսինքն` ոչ վաղ անցյալում, Էջմիածին քաղաքին միացել է Ոսկեհատ գյուղը, Դավիթ Խուդաթյանից հետաքրքրվեցինք` արդյոք հնարավոր չէր այդ ժամանակ նշվածը հաշվի առնել:
«Մեծ հաշվով Վաղարշապատը չի խոշորացվել, մի գյուղ է միացել: Հիմա խոշորացված համայնք անվանը բովանդակություն ենք ուզում տալ: Սա շարունակական պրոցես է, չեմ բացառում, որ առաջիկայում ավելի մեծ միավորներ ստեղծվեն: Վաղարշապատում ընդամենը գործընթացը մի փոքր առաջ ընկավ՝ պայմանավորված համայնքի ղեկավարի հրաժարականով: Սա նախատեսում էինք իրականացնել 2026թ-ին՝ ՏԻՄ ընտրություններին զուգահեռ»,-ասել է նախարարը` հավելելով, որ 2016-2017թթ. ևս վերամիավորումներ եղել են, և Վաղարշապատն այդ գործընթացի շարունակությունն է:
«Խոշոր միավորներն ավելի արդյունավետ է կառավարել՝ համայնքի տեսանկյունից, այլ ոչ թե քաղաքական: Մեր դոտացիայի բանաձևերն էլ այնպիսին են, որ հիմնականում բազմաբնակավայր համայնքներին ավելի շատ արտոնություն են տալիս: Այսինքն՝ ինչքան շատ բնակավայր կա համայնքի կազմում, այնքան պետության օգնությունը ավելի մեծ է: Փոքր միավորումներով համայքները տուժում են»,- հավելել է Դ. Խուդաթյանը:
