Ռուսական քաղաքական շրջանակները և հատկապես Ռուսաստանի արտգործնախարարությունը խիստ զայրացած են Հայաստանի գործող իշխանությունների քայլերից, մասնավորապես Սյունիքում ռուսական գլխավոր հյուպատոսություն բացելու թույլտվությունը չտալու հանգամանքից։ Հիշեցնենք, օրեր առաջ Սյունիքում բացվեց Ֆրանսիայի պատվո հյուպատոսություն։ Սյունիքում նաև գործում է Իրանի գլխավոր հյուպատոսությունը, և արդեն գրեթե 3 տարի է ռուսական կողմը քայլեր է ձեռնարկում Կապանում գլխավոր հյուպատոսություն բացելու համար, բայց հայկական կողմն անընդհատ ձգձգում և հետաձգում է այդ հանգամանքը, ամեն ինչ անում, որպեսզի ռուսների ներկայությունը ընդհանրապես Սյունիքում ինստիտուցիոնալիզացված չլինի։

Ավելին, ինչպես ավելի վաղ նշել ենք, երբ Երևան էր ժամանել Ռուսաստանի արտգործնախարար Սերգեյ Լավրովը շատ հստակ դրել էր գլխավոր հյուպատոսություն բացելու հարցը, բայց հայկական կողմից կրկին խուսանավել էին։ Ընդ որում, Ռուսաստանը համապատասխան շինություն է գտել Կապանում, հյուպատոսի թեկնածությունն ունեն, գիտեն, թե ո՞ւմ են նշանակելու։ Հենց Հայաստանի թույլտվությունը ստացվի, այդ ժամանակ էլ նշանակումը կանեն։ Բայց Հայաստանի գործող իշխանություններն ամեն ինչ անում են, որպեսզի այդ զարգացումը կանխեն, կտրեն ռուսների ոտքը Սյունիքից։

Կարելի է ենթադրել, թե ինչ է սպասվում Սյունիքին, և ինչու է այս ամենն արվում հենց Հայաստանի գործող իշխանությունների ձեռքով, որպեսզի չխանգարեն, այսպես կոչված, «Զանգեզուրի միջանցքի» շուրջ զարգացումներին կամ էլ Սյունիքը փաստացի օկուպացնելու Ադրբեջանի նպատակներին։ Որևէ այլ ողջամիտ բացատրություն Հայաստանի իշխանությունների արարքներում հնարավոր չէ գտնել։ Իսկ մինչ այդ Ռուսաստանի ԱԳՆ նույնիսկ պատրաստվում է ավելի կոշտ հարցադրում ներկայացնել, ընդհուպ պահանջել կատարել պայմանագրային պարտավորությունները և թույլատրել Սյունիքում Ռուսաստանի գլխավոր հյուպատոսության բացումը։
