Ռուսաստանի Խանտի-Մանսիյսկի ինքնավար շրջանի դումայի պատգամավոր Խալիդ Թագիզադեն Սիբիրն անվանել է «թյուրքական հնագույն երկիր»: Պատգամավորի հայտարարությունը բուռն սկանդալ է առաջացրել Ռուսաստանում։ Բողոքներ են ուղարկվել իրավապահ մարմիններին, իսկ պատգամավորը ճնշման տակ ստիպված է եղել ներողություն խնդրել։ Սակայն դա չի հանգստացրել տեղի հասարակությանը։
47-ամյա Խալիդ Բոյուկագա օղլու Թագիևը ծագումով ադրբեջանցի է, Սումգայիթից, ավարտել է Կրասնոյարսկի պետական համալսարանը։ Ընտրվել է տեղի Դումայի պատգամավոր կոմունիստներից։ Նա Խանտի Մանսիյսկում ադրբեջանական սփյուռքի ղեկավարներից է։
Թագիզադեն տեղական Դումայի նիստի ժամանակ հիշեցրել է, որ Յուգրան և Տյումենի շրջանի մի մասը ժամանակին եղել են Սիբիրյան խանության մի մասը, որի վերջին կառավարիչը Խան Կուչումն էր Շիբանիդների դինաստիայից, որն իշխող Ուզբեկական դինաստիայից է եղել, որը ծագել է Բուխարայի խանությունից: Թագիզադեն ենթադրել է, որ ներգաղթյալները գնում են Խանտի-Մանսիյսկի ինքնավար օկրուգ՝ որպես իրենց պատմական հայրենիք։
Խանտի-Մանսիյսկի ինքնավար շրջանի Դումայի նախագահ Բորիս Խոխրյակովն ընդհատել է պատգամավորին և կոչ արել պահպանել կանոնները։ Այդուհանդերձ, Թագիզադեի ելույթը հայտնվել է համացանցում և լայն հասարակական դժգոհություն առաջացրել։
Հանդիպման հաջորդ օրը Խոխրյակովը հայտարարել է, որ Դումայի էթիկայի հանձնաժողովը կվերանայի միջադեպը և կգնահատի Թագիզադեի հայտարարությունները։
Սիբիրում միջնադարում գոյություն ունեցող թյուրքական խանության մասին Խալիդ Թաղիզադեի խոսքերն այնպիսի ուժեղ զայրույթ ու բողոք են առաջացրել, որ հենց հաջորդ օրը նա ստիպված է եղել հրապարակայնորեն ներողություն խնդրել։ Խորհրդարանականի խոսքով՝ «նա միայն առաջարկել է նման մեկնաբանություն և դա որպես փաստ չի պնդել»։
Ավելի ուշ հայտնի է դարձել, որ պատգամավորը իր նկատմամբ աճող ճնշման հետևանքով փախել է Ադրբեջան:
